Public Interest Companies are organisations that deliver public services at arms length or independently from Government. They are run in a business-like manner, but are not owned or controlled by external private shareholders. As a result, all surpluses are re-invested in the organisation.

Public Interest Companies occupy a space between services run directly by the Government and typical profit-making PPPs. They are neither nationalisation nor privatisation.

Public Interest Companies are sometimes also referred to as ‘non-share capital organisations’ , ‘not-for-profits’ , ‘not-for-dividend companies’, or ‘social enterprises’. [...] A significant part of the not-for-profit sector has traditionally been charitable organisations delivering health and social care.
