The only thing I can think of is that they mean the adapter can take a connector that has a third prong, the ground prong.
Explanation:
There is no such thing as first ground and second ground, there is only one ground prong. Since lot of electric devices don't require grounding at the socket, they use a cable with a two-prong connector (you laptop adapter most likely has a two-prong connector), however, your desktop printer is likely to have a three-prong connector.

If your adapter is a device to accept a connector from another device, this most likely means that it has an input with a third (ground) hole.
If they are talking about the connector of the adapter itself, then it is possible that they meant it can be used grounded through the third prong.

No, this is not what I meant. An AC adapter is for conversion from one type of voltage into another type (AC to DC or XX V AC to YY V AC). My laptop has an adapter that converts 100V-220V into 19V.
