No - they are completely different tests.

IELTS is much more involved than TOEFL, which mainly tests for communicative skill and understanding. IELTS is extremely academic and tests a greater range of sklls. Choose TOEFL is you\'re planning to study in the US and IELTS for the UK. The only other way to check is to compare the entrance requirements for the various universities. I belive that in the UK you generally need 6.5 or 7 on IELTS to be accepted - which is equivalent to CAE or CPE. I\'m not sure about TOEFL though.

Minimum at top business-schools

On TOEFL, you need a minimum of 620 to be accepted at the top-business schools. The average is 645 and the average GMAT is 690
