That will tell you how best to translate it..As this document you have is highly political, the Tone of the Sender has to be right...Here, it depends on what they are denunciando...this could be a complaint merely..and divulgar..is again a tight rope..


we don't know from your context what exactly it means..it could be Circulated...

I would say diclosed is the least likely to lead to any misinterpretations...
