The Spanish sentence could have been drafted better, but I think that juggling the elements of the original in this way (specifically, mentioning the exercise of rights and obligations as citizens before the "sound decision-making processes") produces English that sounds more natural than any of the previous suggestions offered, and follows a more logical progression of thought (i.e., from the "what" to the "how").
