This is for the government of Cuba. The part that I'm having particular difficulty translating is "Estado Mayor" Here is the context paragraph:
El Gobierno de Cuba, y en particular la acción conjunta del Instituto Nacional de Meteorología (INSMET) y del Estado Mayor Nacional de la Defensa Civil (EMNDC), han sido particularmente exitosas en términos de preservación de vidas humanas en el caso de la ocurrencia de huracanes.

Have seen this before in disaster relief. Have managed to find a link where an English translation is given from the Oxfam UK page, although it refers to the acronym for Nicaragua and not Cuba.
