agree Buzzy : "application for tax consolidation" sounds likely to me: in France, for instance, the authorities have to give you the go-ahead to be taxed as a group. But more context would help: is it the title? or an accounting item (application cost maybe?)

That is a very valid point. It strikes me how little context askers provide on the French > English site. It would save so much time if they did.
