This part specifically concerns getting the rents owed paid by emergency proceedings (référé):
dénonciation de la procédure aux créanciers inscrits sur le fonds de commerce de XXX (banks, fournisseurs)
Would this be "notification of the proceedings to the creditors holding claims against XXX's business" or does the "inscrits" mean that they are really registered somewhere? Perhaps it just means listed in accounts? Any ideas greatly appreciated.

Indeed, "inscrit" means that the creditors have a security registered against the "fonds de commerce" ("business") at the Greffe du Tribunal de Commerce in the district where the debtor is registered.
