Given the financial context, I would be more inclined to interpret "crédits" as "loans." The French commonly speak of "faire un crédit" when the meaning is "to take out a loan."
Needless to say, only additional context would confirm!
(And a "promoteur" is a "property developer.")

With your additional context, I would like to take my confidence level up a notch or two. There may be different names for the same thing, but the idea is that of a loan given to property developers. I see nothing that would call for specifying this as a "short-term" loan, and "credit" is not the right word for this context.
Needless to say, only additional context would confirm!
(And a "promoteur" is a "property developer.")

or if not property development could it be just development credits? (vague enough!!!)I do not (unless it could be for advertizing purposes) think that promotion credits could do... even though if absolutely no context after all why not???
