"También se instalarán fondeos ecológicos para evitar la instalación de nuevos fondeos libres."
"El fondeo ecológico consta de dos partes bien diferenciadas, una primera fijada al fondo (el sistema de anclaje o fijación) y una segunda formada por varios elementos, que va desde la parte fijada al fondo hasta la superficie llamada tren de fondeo que consta de grillete, cadena y boyas (intermedia y superficial)."

Hi Ignacio. Thank you for your comment, but I understand that mooring need not be to a dock or solid structure, but can also be to a buoy (which is obviously securely anchored). See any of the many references to "mooring buoy", e.g.
"A mooring buoy is an attachment point for lines and cables used to moor a vessel. It is anchored to the seabed by lines or chains."
mooring vs anchorage In this case, "fondeo" is the translation problem because of the specific term. The translation for "fondeo" should be "anchorage" and not "mooring", bearing in mind that "mooring" is used when the vessel or boat is "docked" and this is not the case, as it is mentioned in the source text.

No, you're completely mistaken here. The idea is to install moorings that do not damage the sea bed to avoid designating anchorages, as the text plainly states. A vessel is moored to a fixed point, which may be a buoy at sea or a bollard on a dock.
