Source text - Russian Алмазный фонд находится в здании Оружейной палаты, но считается самостоятельным музеем, его называют жемчужиной Московского Кремля. Создан он по замыслу Петра 1, который установил специальную форму хранения особо ценных коронационных предметов. Именно Петр 1 сделал драгоценности, принадлежащие царской семье, достоянием всего российского государства.
Они имели значительную стоимость и художественную ценность, и поэтому изначально комнату Зимнего дворца в Санкт-Петербурге, где они были собраны, назвали «Бриллиантовой» . В кладовые Оружейной палаты их перевезли в 1914 году. Впервые они были продемонстрированы в 1925 году на выставке в Доме Союзов.
Как и любой знаменитый музей мира, Алмазный фонд имеет свои детективные истории. Самая распространенная история о том, что с течением времени многие произведения ювелирного искусства были бесконтрольно проданы за рубеж и только в 1967 году оставшиеся драгоценности составили основу выставки Алмазный фонд.
Сегодня для осмотра и восхищения доступна ослепительная коллекция императорских регалий: короны Российской империи, императорский скипетр, императорская держава.
Алмазный фонд по праву гордится единственной в своем роде короной , прнинадлежавшей Екатерине 2, на отделку которой было использовано 5000 бриллиантов и 75 жемчужин.
Среди уникальных экспонатов 7 исторических камней. Наиболее известны алмаз «Шах» и «Орлов».
Алмаз «Шах»- необычный алмаз с необычной судьбой. Невзрачный камень величиной с мизинец был оценен почти в 80 тысяч рублей золотом. Им владели правители нескольких стран. В 1824 году его привезли Николаю 1 из Персии, чтобы откупиться за убийство выдающегося дипломата Александра Сергеевича Грибоедова, более известного как писателя, автора знаменитой комедии «Горе от ума».
Алмаз «Орлов» весом 189,62 каратов приходится братом алмазу «Шах» , они были найдены в одном и том же месте в Индии. Свое путешествие в Россию «Орлов» начал благодаря одному предприимчивому юноше , солдату-французу, сумевшему украсть камень, который использовали как глаз статуи индийского божества в буддийском храме, и продать его какому-то торговцу. В Амстердаме его перекупил купец армянского происхождения, у которого алмаз и приобрел фаворит Екатерины 2 Григорий Орлов в подарок императрице…
Во время экскурсии по Алмазному фонду также можно ознакомиться и с редкими явлениями природы, которые представлены в нём в виде природных самородков и драгоценных металлов. Впечатляют золотой самородок под названием «Большой треугольник» массой 36 килограммов (самый большой самородок в мире) и платиновый «Голова лошади» массой 14 килограммов.
Всего в Алмазном фонде представлено 20 платиновых и 100 золотых самородков.

The Treasury was created according to the plan of Peter the Great, who established the special form of keeping especially valuable coronation items. Nowadays people can admire the dazzling collection of imperial regalia: crowns of the Russian Empire, the imperial scepter and imperial orb. The Diamond Treasury is rightly proud of the unique crown belonged to Catherine the Great. 5000 diamonds and 75 pearls were used for its incrustation. There are 7 historical gems among the exhibits. “Shah” and “Orlov” are the most famous ones.
“Shah” is an unusual diamond with an unusual destiny. The worth of this nondescript gem the size of little finger is almost 80 000 golden rubles. It belonged to several rulers of different countries. In 1824 Persians gave it to Nicolas the first to pay off for the murder of a prominent diplomat Alexander Griboyedov, better known as a writer and author of the famous comedy "Woe from Wit".
Diamond “Orlov” weights 189.62 carats. It is diamond “Shah`s” sister gem. They were found in the same place in India. “Orlov” started its journey to Russia thanks to one young entrepreneurial French soldier. He managed to steal the stone used as the eye of the Indian deity statue in a Buddhist temple. Later he sold it to some merchant. During the tour in the Diamond Treasury you can also check out rare natural phenomena represented in forms of natural nuggets and precious metals. The most impressive among them are the largest nugget in the world 79 pounds gold nugget “Big Triangle” and 6 pounds platinum nugget “Horse Head”. Totally there are 20 platinum and 100 gold nuggets in the Diamond Treasury.

Source text - English Tucked away in a corner of one of Palma’s busiest thoroughfares lies a railway station, almost hidden from view.
The station belongs to a railway company called Ferrocarill de Soller – literally, the iron road of Soller – and from here, up to one million passengers a year take the train from Palma to Soller, a place often described as Mallorca’s loveliest town, which is situated on the other side of the island.
Almost all of these passengers are tourists – a trip on the railway is one of the most popular excursions on the island.
The railway company was founded in 1905. This was also the year that the predecessor of the modern Mallorcan Tourist Board was founded in recognition of the growing importance of tourism to Mallorca’s economy.
Looking at the much photographed train, with its varnished teak carriages and gleaming brass fittings, you could be forgiven for thinking that the railway was built specifically for the tourist industry.
Tourists and train enthusiasts alike watch with great interest as the locomotive is uncoupled and the train prepared for its return journey to Soller: everything seems to be done the old-fashioned way and a trip on this railway really is a journey back in time.
In fact, the railway was built by the people of Soller as a last ditch attempt to avoid economic decline and possible ruin. Tourism was the last thing on their minds.
Soller is situated on the North West coast of the island of Mallorca.
The town itself lies in a valley, almost completely surrounded by the Tramantuna mountain range which includes Puig Major - at 1450 metres, it’s Mallorca’s highest mountain.
The valley leads to the sea and five kilometers away is the town’s own port – Puerto de Soller.
For centuries, this geographical location contributed to the town’s prosperity – the valley itself is one of the most fertile places on the island and the mountains provide great shelter for the grapes, olives and citrus fruit for which the town became famous.
The man given the honour of completing the tunnel was Antonio Maura, the Mallorcan-born former prime minister of Spain who had been a great supporter of the railway. But three days before the official ceremony, he was attacked by an anarchist in Barcelona and so it fell to his wife, using dynamite, to detonate the final blast.
When the train emerges from the tunnel, it is at 210 metres above sea level and the town of Soller is just three kilometers away, as the crow flies. But the station at Soller is only 40 metres above sea level, so in order to keep the incline of the track manageable, it was necessary to make the train travel a longer, circuitous route which, at times, seems to cling perilously to the mountain side. The landscape here is dramatic and the peaks of the Tramuntana mountains can be glimpsed through the pine trees.

Вокзал принадлежит компании Ferrocarill de Soller – что буквально значит железная дорога Сольера – и отсюда каждый год до миллиона пассажиров путешествуют из Пальмы в Сольер, который считается одним из красивейших городов Майорки и расположен на другой стороне острова. Почти все эти пассажиры – туристы, путешествие по железной дороге является одной из популярнейших экскурсий на острове.
Железнодорожную компанию основали в 1905 году. В этом же году, в связи с растущей ролью туризма в экономике страны основали компанию-предшественницу теперешнего Совета по туризму Майорки. Глядя на поезд, который фотографируют все кому не лень, на его вагоны из лакированного тикового дерева и блестящие латунные детали можно ошибочно предположить, что эту железную дорогу построили специально для нужд туризма.
Туристы и любители поездов с огромным интересом наблюдают, как отцепляют локомотив и готовят поезд к обратной поездке в Сольер: кажется, что все делают по старинке и поездка по этой железной дороге становится настоящим путешествием во времени.
В действительности железную дорогу построили жители Сольера в качестве последней попытки избежать экономического спада и возможного разорения. О туризме они думали в последнюю очередь.
Сольер расположен на северо-западном побережье острова Майорка. Сам город находится в долине, почти полностью окруженной горным хребтом Трамунтана в который входит самая высокая гора Майорки - Пуйдж Махор – высотой в 1450 метров.
Долина ведёт к морю, и в пяти километрах от города находится порт городской порт, Пуэрто де Сольер.
Столетиями город процветал благодаря своему географическому расположению – сама долина является одним из наиплодороднейших мест на острове, а горы дают отличное укрытие полям винограда, оливок и цитрусовых фруктов, благодаря которым город стал знаменит.

Постановка проблеми у загальному вигляді.
Теорія циклічності економіки формує загальну модель розвитку світової економіки та суспільства в цілому. Надаючи змісту та форми минулим тенденціям розвитку економіки, теорія є ефективним інструментом для формування прогнозів щодо майбутніх трендів та процесів. На практиці таке прогнозування відіграє важливу роль при прийнятті стратегічних рішень. Знання (хоча б у ймовірнісному відношенні) про майбутні явища та події дає значні переваги над конкурентами у процесі досягнення стратегічних цілей. Проте слабкою стороною теорії про економічні цикли є складність визначення меж того чи іншого циклу, особливо щодо майбутнього. Різні теорії та гіпотези циклічності розвитку економіки базуються на дещо відмінних принципах та формують відмінні цикли. Тому питання пошуку об’єктивних законів, що лежать в основі економічних циклів, є відкритою проблемою.
Аналіз останніх досліджень та публікацій та виділення невирішених раніше питань.
У дослідженні економічних циклів будемо відштовхуватись від напрацювань М.Д. Кондратьєва, С.А.Кузнеця, Кл. Жугляра та Дж. Кітчина. Технологічну сторону як причину циклічності проаналізуємо на основі доробку Й. Шумпетера, Д.С.Львова, Ю.С.Глазьєва. Вза-ємозв’язок технологій та економічних циклів у 21 столітті окреслюють роботи О.О. Акаєва, О.В.Коротаєва, Ю.В.Зінькіної, Ю.В.Божевольнова, В.Є.Лепського, І.О.Прохорова.
Послідовність Фібоначчі та її актуальність в тих чи інших сферах проаналізуємо в пе-ршу чергу на базі досліджень самого Леонардо Пізанського (Фібоначчі), а також її історичну інтерпретацію Є.В.Львова.
Альтернативні бачення гіпотези про економічні цикли Фібоначчі сформулюємо на ба-зі праць Р.Курцвейла та С.Лема.
Пошук закономірностей, які визначають циклічність економіки, визначення меж еко-номічних циклів та створення загальної моделі розвитку економіки є метою даної роботи. Завданнями дослідження є:
- Короткий аналіз робіт у напрямку циклічності економіки;
- Аналіз впливу технологічного розвитку на економіку у контексті економічних ци-клів;
- Дослідження зв’язку послідовності Фібоначчі із економічними циклами;
- Характеристика можливих альтернатив запропонованій моделі та її критика.
Викладення основного матеріалу.
1.Теорія економічних циклів.
Російський економіст Микола Кондратьєв на основі аналізу статистичної інформації, яка охоплювала близько 100 – 150 років, зробив висновок про існування економічних цик-лів[1]. У довгостроковому періоді спостерігаються цикли, тривалістю приблизно 40 - 60 ро-ків. Протягом одного циклу фаза зростання змінюється фазою спаду [2].
М.Кондратьєв виділив ряд емпіричних закономірностей щодо довготривалих еконо-мічних циклів[3]:
- нова хвиля зростання спричинюється вагомими змінами у житті суспільства, такими як великі науково-технічні відкриття, зміни умов грошового обігу, зміцнення чи послаблення певних держав;
- більша частина соціальних потрясінь, таких як війни, державні перевороти відбува-ються на зростаючій фазі циклу.
Виділення меж економічних циклів має досить умовний характер, один із можливих варіантів приведемо нижче[4]:
Перший цикл – із 1803 по 1843 роки;
Другий цикл – із 1851 по 1896 роки;
Третій цикл – із 1896 по 1947 роки;
Четвертий цикл – із 1947 по 1983 роки;
П’ятий цикл – із 1983 по 2018 роки;
Прогноз шостого циклу із 2018 по 2060 роки.
Російсько-американський економіст, лауреат Нобелівської премії Семен Абрамович Кузнець (Саймон Сміт) виділив цикли тривалістю наближено 15-25 років. Протягом них від-бувається повне оновлення технологій. Семен Абрамович назвав їх «демографічними цикла-ми», оскільки пов’язував із демографічними процесами [5],[6].
Цикли Кузнеця не тільки не суперечать Кондратьєвським циклам, але й доповнюють їх, говорячи геометричною термінологією, вони в них «вписані». С.А.Кузнець наводить на-ступний ряд дат, які пов’язані із депресіями чи стагнаціями в США: 1815 – 1836 – 1853 – 1873 – 1882 – 1892 – 1907 – 1920 – 1929 [7]. Знову ж таки розстановка точних дат є відкри-тим питанням, але циклічність, яка спостерігається, вказує на справедливість теорії Кузнеця.
Середньострокові цикли, тривалістю 7-11 років виділив французький вчений Клеман Жугляр [8]. Дані цикли виникають внаслідок часового лагу, який виникає під час прийняття інвестиційних рішень і створенням нових виробничих потужностей, а також запуску цих потужностей і вирівнювання ринкової кон’юнктури. Цикли Жугляра за висновками деяких вчених складаються із чотирьох фаз: фази пожвавлення, фази підйому, фази рецесії та фази депресії[9]. Цикли Жугляра також тісно пов’язані із циклами Кондратьєва. Глибина тих чи інших процесів, які відбуваються згідно циклу Жугляра, залежить від відповідної фази, на якій перебуває економіка згідно довготривалих циклів Кондратьєва [10].
Жугляр наводить дати криз в деяких капіталістичних країнах. Наприклад, в США це:1814 – 1818 – 1826 – 1830 – 1837 – 1839 – 1848 – 1857 роки[11]. Видно, що періоди досить відрізняються, тому, як і у випадку із циклами Кузнеця, були взяті середні значення для ви-значення теоретичної довжини циклу.
Короткострокові економічні цикли, тривалістю 3-4 роки, були відкриті англійським економістом Джозефом Кітчиним[12]. Як і цикли Жугляра, цикли Кітчина пов’язані із часо-вим лагом. Але, якщо цикли Жугляра пов’язані із інвестиціями в основний капітал, то цикли Кітчина пояснюються запізненням реакції управлінців на зміни в ринковій кон’юнктурі. Так, цикл пов’язаний із затримкою реакції на падіння чи зростання попиту, формуванням склад-ських запасів, необхідністю певного часу для завантаження існуючих виробничих потужнос-тей.
Як видно зі стислого опису економічних циклів, цикли Жугляра та цикли Кітчина но-сять більше функціональний характер, вони пов’язані із людським фактором, ринковою кон’юнктурою, швидкістю надходження та обробки інформації, прийняттям рішень. Набага-то складнішим є розуміння першопричин існування циклів Кондратьєва та циклів Кузнеця.
Фактом є те, що теорію довгих економічних циклів до сьогоднішнього дня визнають не всі вчені[13]. Прикладне застосування теорії економічних циклів ускладняється важкістю визначення хоча б наближених дат початку і закінчення кожного циклу. Оскільки цикліч-ність розвитку суспільства та економіки на основі досліджень Кондратьєва є лише наслідком певного об’єктивного закону (або законів) розвитку. Це слабке місце теорії циклічності, оскільки наявність наслідку вимагає знання його причини. Пошук такої причини (або дове-дення хибності теорії) є відкритим питанням.
Дослідники теорії Кондратьєва пов’язували матеріальні причини існування економіч-них циклів із розвитком технологій. Ще сам Микола Кондратьєв, шукаючи причини цикліч-ності економіки, звернув увагу на технологічний аспект. А Й. Шумпетер зумів ґрунтовно довести причино – наслідковий зв'язок між технологіями і економічними циклами[14].
Якісним підґрунтям для подальшого дослідження моделі еволюції суспільства та економіки є виділення технологічних укладів. Технологічним укладом є система взаємо-пов’язаних виробництв, які мають єдиний технологічний рівень та розвиваються синхронно. Термін був запроваджений радянськими вченими Д.С. Львовим та Ю.В. Глазьєвим [15], [16]. Вчені відзначають, що провідна система виробництв формує ядро технологічного укладу, технологічні нововведення, які сформували такі виробництва – «ключовими факторами», а галузі, в яких функціонують вищезгадані виробництва – «несучими галузями».
В основі того чи іншого Кондратьєвського циклу лежить система домінуючих техно-логій. Тобто, технологічні уклади та економічні цикли взаємозалежні і взаємопов’язані. Вио-кремлення технологічних укладів також має досить умовний характер, у різних вчених їхні межі суттєво відрізняються. Наведемо приклад одного із варіантів періодизації технологіч-них укладів, запропонований Т.Макеєвою[17]:
Перший техноуклад (1785 – 1835 роки) – базовими є нові технології у текстильній промисловості, застосування енергії води.
Другий техноуклад (1830 – 1890 роки) – виникнення механічного виробництва на базі парового двигуна, будівництво залізничних доріг, розвиток водного парового транспорту.
Третій техноуклад (1880 – 1940 роки) – розвиток важкого машинобудування та елект-ротехнічної промисловості на базі використання сталі, розвиток електроенергетики, розвиток фінансового сектору.
Четвертий техноуклад (1930 – 1990 роки) – розвиток конвеєрного виробництва, вико-ристання вуглеводневої сировини (в основному нафти та природного газу), розвиток атомної енергетики. Новий рівень розвитку машинобудування, розвиток авіації, космічної галузі.
П’ятий техноуклад (1985 – 2035 роки) – розвиток інформатики, мікроелектроніки, , виникнення Інтернету, освоєння навколоземного простору, розвиток біотехнологій, генної інженерії.
Зовсім іншу періодизацію наводить Малинецкий Г. Г.: перший техноуклад – 1772 – 1825 роки; другий техноуклад – 1825 – 1875 роки; третій техноуклад – 1875 – 1908 роки; чет-вертий техноуклад – 1908 -1971 роки; п’ятий техноуклад – 1971 – 2011 роки[18]. Але суть технологій кожного укладу у різних дослідників проблеми приблизно співпадає. Цивілізація проходить крок за кроком різні технологічні етапи.
З однієї сторони розвиток технологій дає економіці нові поштовхи для розвитку, фор-муються нові галузі, підвищується продуктивність праці, підприємці, які їх впроваджують, отримують значні переваги перед конкурентами. Але з іншої сторони, піднесення в економі-ці стимулює наступний етап технологічного прогресу. Взаємозалежність технологічної бази та економіки вказує на той факт, що як технології призводять до економічних змін, так і роз-виток економіки стимулює еволюцію технологій. Такий процес вдало описують філософські закони діалектики:
- Значне фінансування технологій рано чи пізно втілиться у результат;
- Застарілі та нові технології перебувають в єдності та одночасно протидіють одні одним в рамках того чи іншого економічного циклу (чи етапу економіки);
- Новий економічний цикл формується на базі технологій, які будуть ним знищені заради формування нових технологій, які покладуть край даному економічному циклу.
Тобто, питання, чи є технології причиною циклічності економіки, чи навпаки, нага-дує дилему філософії: що було першим курка чи яйце. Повертаючись до економічної інтерп-ретації, доцільно зробити висновок, що і розвиток технологій, і циклічність економіки, а та-кож супутні соціально – культурні, політичні та інші зміни у суспільстві підпорядковані єди-ному закону розвитку і у широкому розумінні є одним процесом.
Технологічні уклади як і Кондратьєвські довгі цикли є наслідками цього загального закону розвитку. Тому, попри емпіричні докази існування технологічних укладів, досить важко вказати на їхні чіткі межі не знаючи причин та закономірностей, що лежать в їх основі (аналогічно до економічних циклів).
2.Гіпотеза про економічні цикли Фібоначчі
У пошуках загальної моделі розвитку розглянемо недоліки теорії економічних циклів (а також пов’язаної з ними концепції технологічних укладів).
На основі робіт Глазьєва С.Ю., Капіци С. П. [19], Гриніна Л.Є. та інших авторів доці-льно зробити висновок, що тривалість Кондратьєвських хвиль є непостійною величиною. Емпіричним доказом цього є факт прискорення розвитку цивілізації у другій половині ХХ та на початку ХХІ століть. Так, Глазьєв вказує що від зародження технологій до їх широкого розповсюдження у 6 технологічному укладі пройде лише 8 років. Тоді як у першому-третьому укладах цей період складав приблизно 15-20 років, а у четвертому – п’ятому – від 10 до 15 років[15], [16]. Доказами прискорення розвитку є безліч інших процесів – кількість отриманих патентів, опублікованих наукових робіт, зроблених винаходів тощо. Навіть без цих доказів, пришвидшення темпів розвитку та змін у суспільстві видно неозброєним оком. Тому, ризикнемо припустити, що за відсутності глобальних катастроф чи виникнення серйо-зних перешкод на шляху розвитку, кожен наступний технологічний уклад та економічний цикл буде коротшим від попереднього.
Розглядаючи питання тривалості економічних циклів та технологічних укладів, звер-немо увагу, що періодизація розпочинається лише з кінця XVIII століття. Перший технологі-чний уклад за Малинецьким розпочинається у 1772 році після першої промислової револю-ції, Кондратьєв та Кузнець ведуть періодизацію економічних циклів від 1803 року, а Жугляр перший економічний цикл «розпочинає» 1815 роком.
Але економічні відносини та торгівля зародились набагато раніше. Ще у Х столітті до нашої ери почалася перша криза присвоюючого господарства. Внаслідок «неолітичної рево-люції», яка тривала від Х до ІІІ століть до нашої ери, збиральництво та мисливство почало поступатись землеробству та скотарству. Саме в цей період виникає приватна власність, по-діл праці, надлишок товарів і, як наслідок, зароджується торгівля і примітивні архаїчні еко-номічні відносини [20], [21].
Епоха збиральництва та мисливства якісно відрізняється технологіями та взаємовід-носинами від періоду первісного землеробства та скотарства, а наявність для різних періодів стрижневих технологій та взаємовідносин навколо них вказує на існування технологічних укладів вже тоді. Очевидно, що тривали вони набагато більше, ніж 50 років. Такі архаїчні техноуклади можна виділити у доісторичних періодах кам’яного віку, бронзового віку, заліз-ного віку. Технології пройшли до XVIII століття (періоду виділення першого техноукладу) багато етапів. І тривали вони від десятків тисяч років до декількох сотень років. Кожен на-ступний період, вбираючи всі технологічні винаходи та відкриття попереднього, був корот-шим і підносив суспільство на якісно новий рівень розвитку. Без сумніву це питання не од-ного окремого дослідження.
Навіть якщо поставити під сумнів факт існування первісних технологічних укладів і знехтувати періодами після них – періодом античності, періодом Середніх віків з притаман-ними для тих часів технологіями та економіками, необхідно зауважити, що період Відро-дження в Європі, який розпочався із середини XV століття після періоду Середніх віків та тривав до кінця XVІІ століття має достатньо ознак технологічного укладу.
Ренесанс науки та мистецтва та Великі географічні відкриття призвели до «буму» ви-находів та відкриттів. У цей період зароджуються науки у сучасному їх розумінні, у тому чи-слі і сучасна економічна думка[22]. Розклад феодального ладу та зародження раннього капі-талізму також припадає на цей період, виникає та набуває свого розвитку меркантилізм. М. Бердяєв вказує, що цивілізація трансформується у «техногенну»[23]. Аналіз цього періоду ще раз вказує на взаємозалежність та взаємодоповнюваність процесів у світі, оскільки Від-родження – це історичний період розвитку цивілізації, технологічний етап, період розвитку світового мистецтва, етап розвитку філософської думки, період розвитку економіки [24],[25],[26].
Тривалість цього технологічного етапу (умовно назвемо його «технологічний уклад мінус першого рівня») очевидно була значно більшою, ніж 50 - 60 років. Гармонічно самій епосі Відродження, його тривалість складала приблизно 210 – 240 років.
Аналогічним етапом розвитку цивілізації було й Просвітництво. Антиабсолютистсь-кий та антифеодальний настрій у суспільстві сприяв розквіту капіталізму. Технологічний прорив ґрунтувався на винаходах та наукових методах досліджень Г. Галілея, І. Ньютона , Р. Гука та інших. Формуються академії[27]. Зайвим буде повторюватись, що етап також був всеохоплюючим. Тому й досліджено його також науковцями самих різних наукових спря-мувань.
Верхньою межею Просвітництва можна вважати Велику французьку революцію та Промисловий переворот[28], [29]. Промисловий переворот відбувався досить тривалий час, тому його межі розтягуються від кінця XVIIІ до початку XIХ століття. Таким чином, даний технологічний етап (умовно – «технологічний уклад нульового рівня»), тривав 120 – 150 ро-ків.
Доцільно зробити висновок, що темпи розвитку суспільства постійно зростають. Тому кожен наступний етап коротший від попереднього. Дане твердження дещо не узгоджується із теорією довгих циклів Кондратьєва та концепцією технологічних укладів, оскільки Кондратьєвські цикли є приблизно рівновеликими, як і техноуклади. Тому варто проаналізувати суть такого парадоксу.
По перше, варто зауважити, що емпіричні дані дослідників технологічних укладів та економічних циклів охоплюють ХІХ – ХХ століття.
По друге, довжини економічних циклів та техноукладів варіюються від 40 до 60 ро-ків, тобто наявні певні розбіжності щодо довжини того чи іншого укладу чи циклу. Причому у різних вчених ці розбіжності також різні.
Звідси можна зробити припущення, що етапи розвитку суспільства у ХІХ – ХХ сто-літтях, незалежно від того, чи був врахований фактор прискорення розвитку, не повинні сут-тєво різнитись від показника 40 – 60 років.
Проте у другій половині ХХ – на початку ХХІ століть, економічні цикли та техноук-лади уже важко «втиснути» у такі усереднені межі, як 40 – 60 років. Так, окреслимо останній пройдений етап розвитку суспільства. Економічна криза 2008 – 2009 років слугує сигналом закінчення попереднього етапу. Із технологічної сторони саме в цей час почала масово роз-повсюджуватись портативна мікроелектроніка, стрімко почали зростати об’єми накопиченої інформації, масово розповсюджуються соціальні мережі, на масовому ринку почали закріп-люватись електромобілі[30], на ринок вийшли приватні компанії щодо освоєння космосу(SpaceX, Virgin Galactic, Orbital Sciences Corporation), відбулися суттєві досягнення у генній інженерії, нанотехнологіях тощо. Компанія D-Wave Systems дуже схоже, що повторює сценарій розвитку Apple Corporation, пропонуючи ринку перші квантові комп’ютери. В еко-номіці виникають такі явища як краудфандінг, краудсорсинг, криптовалюти[31], [32]. Ці змі-ни свідчать про закінчення певного етапу розвитку суспільства і початок нового.
Повернемось у недалеке минуле і визначимо фактичний початок вищезгаданого пері-оду. Якщо взяти економічні аспекти, то великим потрясінням для світової економіки був крах Бреттон – Вудської системи, що базувалась на «золотому стандарті» [33]. Паралельно із цією подією у 1973 році відбулася наймасштабніша нафтова криза [34]. Гармонічно із еко-номічними змінами тоді трансформувались і технології. Зібраний у середині 70 – х років комп’ютер Стіва Джобса та Стіва Возняка заклав фундамент ері персональних комп’ютерів (що цікаво, iPhone у 2007 році став флагманом нового витка розвитку електроніки )[35], у 1975 році Пол Аллен та Білл Гейтс створюють «Microsoft» [36], із початку 1970 – х років на-бирає обертів американська «Кремнієва долина». Відбувається якісний перехід у різних сфе-рах науки та техніки. За деякими дослідниками розпочинається п’ятий технологічний уклад – епоха комп’ютерів та телекомунікацій [37].
Таким чином виділимо окремий період розвитку, який тривав із 1973-1975 років по 2008-2009 роки. Тривалість його приблизно 35 років.
Наступним кроком наведемо послідовність усіх виділених періодів для визначення прискорення темпів розвитку:

Провівши аналогію із математичними послідовностями, можна зробити припущення, що отримана послідовність нагадує послідовність Фібоначчі, числа якої йдуть у зворотному напрямку.
Загальновідомо, що послідовність Фібоначчі складається із чисел, кожне із яких є су-мою двох попередніх:
0, 1, 1, 2, 3, 5, 8, 13, 21, 34, 55, 89, 144, 233, 377, 610, 987, 1597, …
Послідовність названа в честь середньовічного математика Леонардо Пізанського, більш відомого як Фібоначчі [38]. Різні явища у природі та суспільстві за ствердженням дос-лідників розвиваються за даною послідовністю. Наприклад, філлотаксис (листорозміщення) у рослин пов’язаний із послідовністю. Насіння соняшника, соснові шишки, пелюстки квітів часто розміщені згідно неї [39]. Послідовність спостерігається у генних структурах організ-мів, у фізиці елементарних часток, у просторовому розміщенні єгипетських пірамід[40].
Проте далеко не всі процеси у природі та суспільстві підпорядковані цій послідовнос-ті. Навколо цієї теми є численна кількість спекуляцій, обману та підтасування фактів. Є ряд історій, коли послідовність пов’язували із містикою, «творінням Бога», магією чисел [39]. Тому, дуже важливо не почати розробляти «вічний двигун» і не піддатись ейфорії універса-льності послідовності, яка є лише окремим випадком. При подальшому дослідженні важли-во вичленити раціональне зерно, яке може пов’язувати послідовність із циклами розвитку суспільства. Тобто, змусити послідовність Фібоначчі «попрацювати» на створення моделі розвитку, а не навпаки. І у випадку неефективності такого підходу, необхідно відразу ж дати шлях альтернативам рішення проблеми.
Вагомим раціональним поясненням розповсюдженості послідовності у природних явищах є по-перше, її простота. По друге, очевидно, що будь-який раціональний розвиток передбачає оптимальне використання ресурсів та енергії. Існує думка, що таким максималь-но простим та економним способом «вирішення завдань» у природі є послідовність Фібонач-чі. Така простота може досягатись повторенням одного і того ж вдалого прийому, який приз-водить до утворення фрактальних структур та процесів[41].
Визначимо, які передумови можуть спричинювати розвиток суспільства у руслі пос-лідовності Фібоначчі:
1. Рушійною силою розвитку цивілізації є людський фактор. Людина у процесі задо-волення своїх потреб: базових – у їжі, у житлі, безпеці, але у першу чергу самореа-лізцайних – у вирішені нових питань – творчих, наукових, таких, які породжують цікавість до нового, зумовлює рух суспільства. Людина прагне вдосконалити умо-ви свого існування та ,одночасно, задовольнити власне прагнення отримання знань про світ. Тобто, людина одночасно і рушійна сила розвитку і ціль цього розвитку.
2. У процесі самореалізації та вдосконалення власних умов існування формуються результати діяльності людини, частина яких стає інструментами для вдосконален-ня та прискорення процесу руху. Причому сюди варто віднести не лише фактори виробництва, а будь-які засоби, що можуть бути використані людиною для реалі-зації своїх цілей та задоволення потреб. Сюди варто віднести матеріальну базу, ядром якої є науково-технічні досягнення та система знань людства, систему циві-лізаційних взаємовідносин, а також способи комбінації наявних інструментів. Під-сумуємо, що уся система засобів (матеріальних, нематеріальних, духовних), ство-рених людиною для покращення умов власного існування та для досягнення влас-них цілей, породжених жагою до знань та самореалізацією, є інструментами циві-лізаційного розвитку.
3. На старті розвитку людської цивілізації, людина не мала жодних інших інструмен-тів, окрім самої себе, як базового інструменту. Усю решту інструментів, навіть ду-ховні цінності, віднесемо до похідних(допоміжних) інструментів цивілізаційного розвитку. Тому швидкість розвитку цивілізації залежить від взаємодії людини із усіма допоміжними інструментами розвитку. Початковий етап доцільно розпочати із позиції «0», із часу, коли людина ще не створила жодних допоміжних інструме-нтів цивілізаційного розвитку.
4. Настав період, коли людина створила певний набір допоміжних інструментів роз-витку, умовно рівний «1». Тоді для переходу на наступний етап цивілізаційного розвитку у неї вже була комбінація базового інструменту (самої себе) та набір до-поміжних інструментів, рівня «1», що дозволило значно пришвидшити розвиток і створити набір допоміжних інструментів рівня «2». Перехід на нові рівні розвитку допоміжних інструментів за послідовністю Фібоначчі може бути найпростішим та найекономнішим принципом розвитку. По аналогії до філотаксису, умовна вели-чина розвитку кожного наступного етапу буде рівнятись сумі двох попередніх.
5. Оскільки неможливо визначити одиниці виміру для констатування рівня розвитку цивілізації (у вищезгаданих двох пунктах виділяємо їх умовно), ми можемо оперу-вати лише опосередкованими величинами чи наслідками цивілізаційних процесів. Таким наслідком є тривалість того чи іншого етапу, величину якого визначаємо на основі емпіричних досліджень. Останні і вказали про скорочення кожного наступного етапу відповідно до зворотного відліку чисел послідовності Фібоначчі. У широкому розумінні вищезгаданої ситуації очевидно, що швидкість розвитку цивілізації прямо пропорційна до величини рівня розвитку того чи іншого етапу (допоміжних цивілізаційних інструментів), а тривалість того чи іншого етапу обернено пропорційна рівню його розвитку (його допоміжних інструментів).

Formulation of the problem in general.
The theory of the cyclical nature of the economy forms a general model of development of the world economy and society in General. By providing content and forms for past trends of Economics development, theory is an effective tool for making predictions about future trends and processes. In practice, such forecasting plays an important role in making strategic decisions. Knowledge (about future events and phenomena gives significant advantages over competitors in the process of achieving the strategic goals. However, the weakness of the theory of economic cycles is the difficulty of defining the boundaries of a cycle, especially about the future. Various theories and hypotheses on cyclical economic development are based on slightly different principles and form different cycles. Therefore, the question of finding objective laws underlying economic cycles is an open problem.
Analysis of recent research and publications and highlighting of unsolved issues.
The study of economic cycles will start from developments M. D Kondratyev, S.A.Kuznets, Cl. Zhuhlyar and J. Kitchyn. The technological side as a cause of cycles will be analyzed based on works of J. Schumpeter, D.S.Lvov, Y.S.Hlazyev. The relationship of technology and economic cycles in the 21st century is outlined in works of O.O Akayev, O.V.Korotayev, Y.V.Zinkina, Y.V.Bozhevolniy, V.Ye.Lepskiy, I.O.Prohorov.
Fibonacci sequence and its relevance in various fields primarily will be analyzed through studies of the Leonardo of Pisa (Fibonacci) and its historical interpretation by Y.V.Lvov.
Alternative hypotheses vision of economic cycles Fibonacci will be formulated on the basis of works R.Kurtsveyl and S.Lem.
Finding patterns that define the cyclical economy, defining the boundaries of economic cycles and creation of common model of economic development is the goal of this work.
The objectives of the study are:
- A brief analysis of works on cyclical economy;
- Analysis of the impact of technological development on the economy in the context of the economic cycles;
- Research of the connection between Fibonacci sequence of economic cycles;
- Description of possible alternatives to proposed model and its critique.
Statement of the main material
1. The theory of economic cycles.
The Russian economist Nikolai Kondratiev by analyzing the statistical data, covering about 100 - 150 years, concluded that the economic cycles exist [1]. In the long run there are cycles of approximately 40 - 60 years. During one cycle the phase of growth is changed by phase of slowdown[2].
M.Kondratyev identified a number of empirical regularities concerning the long-term economic cycles[3]:
- A new wave of growth is caused by significant changes in society, such as major scientific discoveries, changes in the terms of money circulation, strengthening or weakening of certain states
- Most of the social upheavals such as wars, coups occur in the expanding phase of the cycle.
Identification of boundaries of economic cycles is fairly conditional, one of the options below [4]:
First cycle - from 1803 to 1843;
The second cycle - from 1851 to 1896;
The third cycle - from 1896 to 1947;
The fourth cycle - from 1947 to 1983;
The fifth cycle - from 1983 to 2018;
Forecast of the sixth cycle - from 2018 to 2060.
Russian-American economist and Nobel laureate S.A Kuznets (Simon Smith) identified cycles lasting approximately 15-25 years. During these cycles a full update of technologies is occurred. Simon Abramovich called them "demographic cycles» because he linked them to the demographic processes [5],[6]. Kuznets cycles are not contrary to the Kondratieff cycle and complement them, saying in geometric terminology, they are "written in". S.A.Kuznets gives the following series of dates that are associated with depression or stagnation in the United States: 1815 - 1836 - 1853 - 1873 - 1882 - 1892 - 1907 - 1920 - 1929[7]. Again, the alignment of exact dates is an open question, but observed cycles indicate the validity of the theory Kuznets.
Mid-term cycles, lasting 7-11 years, were identified by French scholar Clement Juglar 8]. These cycles occur because of time lag that occurs when making investment decisions and the creation of new production facilities and capacity and their launch, along with the alignment of the market situation. Juglar cycles, on the conclusion of some scientists, consist of four phases: the phase of recovery, climb phase, the phase of recession and the phase of depression. [9] Juglar cycles are also closely connected with the Kondratiev cycles. The depth of those or other processes that occur according to the Juglar cycle , depends on an appropriate phase, on which exists the economy according to the long Kondratiev cycles. [10]
Juglar gives the dates of crises in some capitalist countries. For example, in the United States these dates are: 1814 - 1818 - 1826 - 1830 - 1837 - 1839 - 1848 - 1857 years [11]. It can be seen that the periods are quite different from each other, because, as in the case of Kuznets cycles, average values were taken to determine the theoretical length of the cycle were taken.
Short-term economic cycles, lasting 3-4 years, were discovered by the British economist Joseph Kitchin [12]. As the Juglar cycles, the Kitchin cycles are associated with a time lag. But, if the Juglar cycles are related to investments in fixed capital, the Kitchin cycles are explained by delayed reaction of managers to changes in market conditions.
As can be seen from the brief description of the economic cycle, Juglar cycles and Kitchin cycles are more functional, they are connected with the human factor, market conditions, and the speed of receipt and processing of information, decision making. Much more difficult is to understand the underlying causes of the existence of Kondratiev and Kuznets cycles.
The fact is that the theory of the long economic cycles is not accepted by all scientists [13]. Practical application of the theory of economic cycles is complicated severity by determination of at least approximate dates of beginning and end of each cycle. The cyclical development of society and economy through Kondratiev research is simply the result of a specific development objective law (or laws). This is the weak point of the theory of cycling as a consequence of presence requires knowledge of its cause. Search for the following reason (or proof of the fallacy of the theory) is an open question.
Researchers of Kondratiev theory associated physical reasons for the existence of economic cycles with the development of technologies. Even Nikolai Kondratiev himself, seeking the causes of cyclical economy, drew attention to the technological aspect. And J. Schumpeter was able to thoroughly prove reasons - effect relationship between technology and economic cycles[14]. Quality basis for further research of the model of the evolution of society and the economy is the selection of technological structures. Technological structure is a system of interrelated industries, which have only one level of technology and develop synchronously. The term was introduced by Soviet scientists D.S Lvov and Y.V Glazyev[15], [16]. Scientists note that the leading manufacturing system forms the core of technological structure, technological innovations that have formed such productions - "key factors", and industries that above mentioned productions operate in - "supporting industries".
There is a system of dominant technologies in the basis of any Kondratiev cycle. That is, technological systems and economic cycles are interdependent and interrelated. Separation of technological structures is also quite arbitrary, because their limits differ significantly according to the works of different scientists. Here is an example of one of the variants of technological structures periodization proposed by T.Makeyeva[17]:
- First technological structure (1785 - 1835 years) - a new technology in the textile industry and the use of water energy are basic.
- Second technological structure (1830 - 1890 years) - the emergence of mechanical production based on steam engine, construction of railways, the development of water steam transport.
- Third technological structure (1880 - 1940) - the development of heavy engineering and electrical industry based on the use of steel, the development of the power industry, financial sector development.
- Fourth technological structure (1930 - 1990 years) – development of conveying production, use of hydrocarbons (mainly oil and natural gas), the development of nuclear energy. A new level of engineering, the development of aviation and space industry.
- Fifth technological structure (1985 - 2035 years) - the development of computer science, microelectronics, the emergence of the Internet, the development of near-Earth space, the development of biotechnology, genetic engineering. Different periodization is provided by G.G Malinetsky: first technological structure – 1875 – 1908 years; fourth technological structure – 1908 -1971 years; fifth technological structure – 1971 – 2011 years [18]. But the essence of the technology of each structure is about the same for different researchers of this problem. Civilization goes through different technological stages step by step.
On the one hand the development of technologies gives the economy new stimuli for development, the formation of new industry, labour productivity; entrepreneurs, who introduce them, receive considerable advantages over competitors. But on the other hand, the rise in the economy stimulates the next stage of technological progress. Interdependence of technological base and the economy points to the fact that as the technologies lead to changes in economic, so does the development of economic stimulate the technological evolution. This process is well described by philosophical laws of dialectics:
- Significant funding of technology sooner or later is embodied in the result;
- Old and new technologies are in unity and simultaneously oppose one another as part of an economic cycle (or phase of the economy);
- A new economic cycle is formed based on technologies that will be destroyed by it to form a new technology that will put an end to this economic cycle.
So, the question is whether the technology causes cyclical economy, or vice versa, recalls the dilemma of philosophy: what came first the chicken or the egg. Coming back to the economic interpretation, it is reasonable to conclude that the development of technology and the cyclical nature of the economy, and related socio-cultural, political and other changes in society are subject to a single law of a general nature and are the same process.
Technological structure as well as Kondratiev long cycles is the consequences of this common law development. Therefore, despite empirical evidence of technological structures, it is difficult to specify their precise boundaries without knowing the causes and patterns that underlie them (similar to the economic cycles).
Fibonacci cycles hypothesis
Let us consider the shortcomings of the theory of economic cycles In search of a common development model (and the related concept of technological structures). It is reasonable to conclude that the duration of the Kondratiev waves is a non-permanent value on the basis of works of S.Y Glaziev , S.P. Kapitsa[19], L.E Grinin and other authors. The empirical evidence of this fact is the acceleration of the development of civilization in the second half of the ХХ and the beginning of the XXI centuries. Thus, Glazyev indicates that it will take only 8 years from the origin of the technologies to their widespread in technological structure 6. While in the first and third structure this period was about 15-20 years, and the fourth - fifth - from 10 to 15 years [15], [16]. The evidence of acceleration of development are many other processes - the number of obtained patents, published scientific works, inventions and other. Even without such evidence, the accelerated development and changes in society can be seen with the naked eye. Therefore, we would venture to suggest that in the absence of global catastrophes or serious obstacles to development, each successive structure of technology and the economic cycle will be shorter than the previous one.
When considering the duration of economic cycles and technological structures, we note that periodization starts only after the end of the XVIII century. The first structure of technology according to Malynetskiy started in 1772 after the first industrial revolution, Kondratiev and Kuznets start the periodization of economic cycles from 1803 and the first economic cycle "begins" in 1815 year according to Juglar.
But economic relations and trade emerged much earlier. As early as the tenth century BC the first assigning economy crisis started. Because of "Neolithic revolution," which lasted from the tenth to the third century BC, gathering and hunting began to give way to agriculture and ranching. During this period private property, division of labor, surplus goods emerge, giving way for trade and economic relations of primitive archaic[20], [21].
The era of gathering and hunting is qualitatively different in technologies and relations from the period of primitive agriculture and animal husbandry, and availability for different periods of core technologies and relationships around them indicates the existence of technological structures at that times. Obviously, they lasted much longer than 50 years. Such archaic technological structures can be distinguished in the prehistoric periods of the stone age, bronze age, iron age. Technologies have passed through many stages.to the XVIII century (the period of the the first technological structure). And they lasted from tens of thousands of years to a few hundred years. Each of the next period, absorbing all technological inventions and discoveries of the previous one, was shorter and brought the society to a qualitatively new level of development. Without a doubt, this question is for more than one study.
Even if we doubt the existence of primitive technological structures and neglect periods after them - the antiquity, the Middle ages with the typical for those times technology and economies, it is necessary to notice, that the Renaissance period in Europe, which began in the mid XV century, after the period of the Middle ages and continued until the end of the XVII century has enough signs of a technological structure.
The Renaissance of science and art, the Great geographical discoveries led to the "boom" of inventions and discoveries. The science in the contemporary sense, including modern economic thought arise in this period[22]. Decomposition of the feudal system and the emergence of early capitalism also fall in this period, and the development of mercantilism emerges. M. Berdyaev indicates that civilization is transformed into "technogenic" one [23]. The analysis of this period once again points to the interdependence and complementarity of the processes in the world, since the Renaissance is a historical period of development of civilization, technological stage, the period of development of the world art stage in the development of philosophical thought, the period of development of economy[24],[25],[26].
The duration of this process stage (let's call it "technological way minus the first level") was apparently much higher than 50 - 60 years. Harmoniously the Renaissance, its duration was approximately 210 - 240 years.
A similar stage of development of civilization was also education. Anti-absolutist and feudal attitudes in society contributed to the flourishing of capitalism. The technological breakthrough based on inventions and scientific research G. Galileo, I. Newton, R. Hooke and others. Academies were formed [27]. Needless to repeat that stage was also comprehensive. Therefore, the researchers investigated it as a variety of scientific directions.
The upper limit of the Enlightenment can be considered the French Revolution and the Industrial revolution [28], [29]. The industrial revolution took place a long time, so its boundaries stretch from the end to the beginning of the XVIII XIX century. Thus, this process stage (conditionally - "technological structure zero"), lasted 120 - 150 years.
It is reasonable to conclude that the rate of development of society is constantly growing. Therefore, each subsequent stage is shorter than the previous one. This statement is not entirely compatible with the theory of the long Kondratiev cycles and the concept of technological structures, as Kondratev cycles are approximately equal, as technology structures. Therefore it is necessary to analyze the essence of this paradox.
Firstly, it should be noted that empirical evidence of technological structures and economic cycles researchers cover the XIX - XX century.
Secondly, the length of economic cycles and technological structures vary from 40 to 60 years, i.e. there is some disagreement about the length of this or that way of life cycle. Moreover, different scientists have different differences.
It can be assumed that the stages of social development in the XIX - XX centuries, regardless of whether it was a factor taken into account by accelerating the development should not significantly vary from the rate of 40 - 60 years.
However, in the second half of XX - beginning of XXI centuries, economic cycles and technological structures are already difficult to "squeeze" in such average characteristics as 40 to 60 years. Let us outline the last passed stage of social development. The economic crisis of 2008 - 2009 is the signal of the end of the previous stage. At this time from the technological side portable microelectronics started to be massively distributed, rapid growth of volumes of accumulated data, massive distribution of social networks, mass-market electric cars began to emerge [30], private companies on space exploration entered the market (SpaceX, Virgin Galactic , Orbital Sciences Corporation), there have been significant advances in genetic engineering, nanotechnology and more. The D-Wave Systems Company is very similar in repeating the scenario of Apple Corporation, offering the market the first quantum computers. Such things as crowd funding, crowd sourcing and crypto currency emerge in the economy. [31], [32]. These changes indicate a certain stage of social development and the beginning of a new one.
Let's go back to the recent past and determine the actual start of the aforementioned period. If we consider the economic aspects, the major shock to the global economy was the collapse of the Bretton - Woods system, which was based on the "gold standard"[33]. In parallel with this event there was a great oil crisis in 1973 [34]. and The technology changed simultaneously with the economy. The computer made in the mid 70 -'s by Steve Jobs and Steve Wozniak founded the era of personal computers (interestingly, iPhone in 2007 became the leader of a new round of development of electronics) [35], in 1975 Paul Allen and Bill Gates created «Microsoft»[36], since the beginning of 1970-ies American Silicon valley becomes more significant. A qualitative transition in various fields of science and technology happened. According to some researchers the fifth technological structure started - the era of computers and telecommunications. [37].
Thus we distinguish certain periods of development, which lasted from 1973-1975 years 2008-2009. Its duration is approximately 35 years.
Let us present the sequence of all selected periods to determine the acceleration of development:

Making an analogy with mathematical sequences, you can make the assumption that the resulting sequence is reminiscent of the Fibonacci sequence, which go in the opposite direction.
It is well known that the Fibonacci sequence consists of numbers, each of which is the sum of the previous two:
0, 1, 1, 2, 3, 5, 8, 13, 21, 34, 55, 89, 144, 233, 377, 610, 987, 1597 …
The sequence is named after a medieval mathematician Leonardo of Pisa, known as Fibonacci [38]. Various phenomena in nature and society according to the researchers are developing in this sequence. For example, velotaxis (restorepalette) in plants is associated with this sequence. Sunflower seeds, pine cones, flowers are often placed according to it [39]. The sequence is observed in the genetic structures of organisms, in elementary particle physics, spatial distribution of the Egyptian pyramids[40].
However, not all processes in nature and society are subject to this order. There is the large amount of speculation, fraud and manipulation of facts around this theme. There is a number of stories when the sequence was associated with mysticism, "creature of God, the magic numbers [39]. Therefore, it is very important not to develop a "perpetual motion machine" and not give in to the euphoria of the universality of the sequence, which is just a particular case. On further investigation, it is important to separate the grain of truth that can link the sequence with the cycles of development of the society. That is, to make the Fibonacci sequence to "work" on the creation of a model of development, and not Vice versa. And in the case of ineffectiveness of this approach, it is necessary to immediately give way to alternative solution to the problem.
Firstly, an important rationale for the prevalence of sequence in natural phenomena is its simplicity. Secondly, it is obvious that any rational development involves the optimal use of resources and energy. It is believed that this most simple and economical way to "solve problems" in nature is the Fibonacci sequence. This simplicity can be achieved repetition of the same successful reception, which leads to the formation of fractal structures and processes [41].
Let us etermine which prerequisites can cause the development of society in line with the Fibonacci sequence:
1. The driving force behind the development of civilization is the human factor. People in the process of meeting their needs: basic - food, housing, safety, but first of all, self-realization, to address new issues - creative, scientific, such that generate interest in the new, determine the movement of society. People seek to improve the conditions of its existence and, at the same time, to satisfy their desire for knowledge about the world. That is, people at the same time are the driving force of development and the goal of this development.

The results of human activities, part of which becomes the tool of improvement and acceleration of the process, form in the process of self-realization and improvement of conditions of existence. And this should include not only factors of production, but any tools that can be used by a person to realize their goals and needs. This should include facilities, the core of which is a scientific and technological advances and system knowledge of mankind, civilized relations system, including how the combination of existing tools. It should be noted that the whole system of assets (tangible, intangible, spiritual) created to improve the conditions of personal existence and for personal purposes, originated by the thirst for knowledge and self-realization,is the tool of civilization development.
3. At the beginning of the development of human civilization, people had no other tools than themselves as the basic instrument. All the rest of the instruments, even spiritual values we assign to the original (auxiliary) instruments of civilization development. Therefore, the speed of development of civilization depends on human interaction with all auxiliary development tools. The initial stage it is expedient to start from a position "0", from the time when the person has not created any supporting tools of civilization development.
4. It was the period when the person has created a set of auxiliary development tools, which is conditionally equal to "1". Then for the next stage of development of civilization it had was a combination of the underlying instrument (itself) and a set of tools, the level of "1", which helped to speed up development and create a set of tools of "2". Transition to new levels of development of auxiliary tools by Fibonacci sequence can be the easiest and most economical principle of development. By the analogy to velotaxis, imputation of development of each of the next stage will be equal to the sum of the previous two.
5. Since it is impossible to determine the unit of measure for ascertaining the level of civilization development (in the abovementioned two paragraphs we highlight them conditionally), we can use only indirect values or the effects of civilizational processes. The result is the length of this or that stage, the value of which is determined on the basis of empirical research. The latter indicated the reduction of each next stage in accordance with the countdown sequence of Fibonacci numbers. In the broadest sense of the above situation, it is obvious that the speed of development of civilization is directly proportional to the magnitude of the level of development of this or that stage (auxiliary civilizational instruments), and the duration of this or that stage is inversely proportional to the level of its development (its auxiliary instruments).

Практическое обучение Зенит Про Дизель
(1) Практическое обучение будет проходить по программе для системы Зенит Про Дизель, подготовленной компанией #. Обучающая сторона - #. Обучаемая – ООО # и их региональные представители в Украине.
(2) Оформление рабочего контракта касаемо практического обучения между обучаемой стороной и обучающей стороной до зачисления на обучение остаётся полностью на усмотрении обучающей стороны.
(3) Обучающая сторона обязуется полностью охватить все темы практического обучения и подготовить для обучаемой стороны наиболее подходящую программу обучения.
(4) Курс обучения разбит на два этапа
(4.1) Теоретический, который включает рассмотрение аспектов работы дизельного двигателя в режиме бинарного топлива и его регулировки.
(4.2) Практический, который рассматривает особенности установки оборудования на «реальные» машины и их тестирование с калибровками. Причем “Обучаемая сторона” обязана предоставить соответствующую технику для провидения работ в оговоренные сроки.
(5) Проведение обучения предусматривается на территории “Обучаемой стороны” с выездом „Обучающей стороны“ на территорию Украины в согласованные сроки между сторонами
(6) Сроки проведения обучения согласовываются в срок не меньше чем за 2 недели от их предполагаемого проведения.
(7) Количество обучающихся со стороны “Обучаемой стороны” должно быть не менее 2 техников от каждого центра по установке оборудования.
§2
Длительность практического обучения
1. Каждое практическое обучение проводится в сроки согласно п. 5 и 6 настоящего контракта и продолжительностью не менее 3-х рабочих дней
2. По каждому обучению составляется протокол о проведении обучения, который является неотъемлемой частью контракта.
3. Стоимость одного цикла обучения является фиксированной и не зависит от его продолжительности, но не более 5 рабочих дней.
§3
Обязательства обучающей стороны
Данным контрактом обучающая сторона признаёт, что в полной мере способна предоставить практическое обучение, соответствующее техническим требованиям курса.
Следующие технические требования являются важной частью настоящего контракта
Данным контрактом обучающая сторона обязуется:
1. убедиться, что обучаемая сторона владеет необходимыми знаниями и навыками для успешного завершения практического обучения для Зенит Про Дизель и что практическое обучение понятно и ясно структурировано.
2. бесплатно обеспечить учащихся необходимыми руководствами.
3. назначить технического советника по обучению, который вместе с обучаемой стороной разработает план курса.
4. разрешать назначенному советнику по обучению в случае необходимости и по запросу помогать в качестве советника на учебном рабочем месте.
§4
Подписание контракта, Оплата курса обучения
(1) Контракт подписывается сторонами в 3-х экземплярах на русском и английском языках
(2) Все экземпляры контракта являются равнозначными.
(3) Два экземпляра контракта предназначены для обеих из сторон, а 3-й экземпляр для исполняющего банка “Обучаемой стороны”
(4) Приложения к контрактам п. 2.2 допускается подписывать посредством факсимильной связи и они имеют обоюдную юридическую силу.
(5) Все сопровождающие документы по настоящему контракту подписываются сторонами в 3-х экземплярах.
(6) Фактом исполнения „Обучающей стороны“ своих обязательств по настоящему контракту является протокол выполненных работ по обучению или одного из его этапов
(7) Внесение изменений в контракт необходимо выполнять письменно. Допускается их оформление по факсимильной связи.

§1
Zenit Pro Diesel practical training
(1) The practical training is to be completed of the course programme for Zenit Pro Diesel system, produced by # company. The provider of the training is # and the receiver of the training is # Ltd. Company and their Ukrainian regional representatives.
(2) The creation of a work contract between the training receiver and the training provider as the result of practical training completed before enrolment lies entirely at the discretion of the training provider.
(3) The training provider is obliged to fully cover the practical training issues and prepare for the training receiver the most suitable training programme that is needed.
(4) The training consists of two stages
(4.1) Theoretical stage includes review of diesel engine performance in “binary fuel” mode and its tuning.
(4.2) Practice stage includes special aspects of mounting the equipment on “real” vehicles and testing of these vehicles with calibrations. Note that “Training receiver” must provide all the necessary equipment to conduct necessary works in the specified period of time
(5) The training will be conducted on the “Training receiver’s” site. „Training provider“ will visit the territory of Ukraine in the time frame agreed by both parties.
(6) The time frame of training has to be agreed upon no less than two weeks before the expected start of the training.
(7) There has to be no less than two technicians from each equipment mounting centre from “Training receiver`s” side.
§2
Length of practical training
1. Each practical training is conducted in time frames according to items 5 and 6 of this contract and lasts no less than 3 working days.
2. Each training is followed by a protocol, which is also a part of the contract.
3. The cost of one training cycle is fixed and doesn’t depend on its duration, unless the duration is longer than 5 working days.
§3
Obligations of the training provider
The training provider hereby declares itself capable of providing practical training, which fulfils the technical demands of the course programme.
The essential parts of this contract are the following technical requirements.
The training provider hereby undertakes the obligation to:
1. ensure that the training receiver is provided with the necessary skills and knowledge to successfully complete the practical training for Zenit Pro Diesel, and that the practical training is coherently and clearly structured
2. provide the student with the use of necessary manuals free of charge;
3. assign a training technical advisor, who, together with the training receiver, will create a course plan
4. allow the assigned departmental training advisor to assist in the role as advisor in the training work place, if necessary and if requested;
§4
Signing of the contract, Training course payment
(1) Both parties have to sign three copies of contract in Russian and English.
(2) All copies of the contract have equal ranking.
(3) Each party receives a copy of the contract. The “Training receiver`s” designated bank receives the third copy.
(4) Addendums 2.2 to the contract can be signed via fax. They will have mutual legal validity.
(5) All accompanying documents for this contract must be signed by all parties in three copies.
(6) „Training provider`s“ fulfillment of obligations according to this contract will be validated by executed works protocol regarding training or one of its stages.
(7) Changes to the contract must be made out in writing. They can also be made via fax.

Source text - English The Hotel Paris`s competitive strategy is “To use superior guest service to differentiate the Hotel Paris properties, and to thereby increase the length of stay and return rate of guests, and thus boost revenues and profitability.” HR manager Lisa Cruz must now formulate functional policies and activities that support this competitive strategy by eliciting the required employee behaviors and competencies.
One thing that concerned Lisa Cruz was the fact that the Hotel Paris`s hotel managers varied widely in their interviewing and hiring skills. Some were quite effective; most were not. Furthermore, the company did not have a formal employment interview training program, nor, for that matter, did it have standardized interview packages that hotel managers around the world could use.
As an experienced HR professional, Lisa knew that the company s new testing program would go only so far. She knew that, at best, employment tests explained perhaps 30% of employee performance. It was essential that she and her team design a package of interviews that her hotel managers could use to assess - on an interactive and personal basis - candidates for various positions. It was only in that way that the hotel could hire the sorts of employees whose competencies and behaviors would translate into the kinds of outcomes - such as improved guest services - that the hotel required to achieve its strategic goals.
Lisa receives budgetary approval to design a new employee interview system. She and her team start by reviewing the job descriptions and job specifications for the positions of front-desk clerk, assistant manager, security guard, valet/door person, and housekeeper. Focusing on developing structured interviews for each position, the team sets about devising interview questions. For example, for the front-desk clerk and assistant manager, they formulate several behavioral questions, including, “Tell me about a time when you had to deal with an irate person, and what you did.” And, “Tell me about a time when you had to deal with several conflicting demands at once, such as having to study for several final exams while at the same time having to work. Дисертаційна робота присвячена поглибленню теоретико-методичних підходів до формування інвестиційного потенціалу регіону і обґрунтуванню практичних рекомендацій щодо участі банків в цьому процесі.
В роботі розкрито сутність інвестиційного потенціалу з уточненням його регіональної специфіки та врахуванням ресурсної складової. Згідно цього, інвестиційний потенціал регіону являє діалектичну єдність між фактично акумульованими та потенційними фінансовими ресурсами, а також можливостями відповідної території щодо їх ефективного використання з метою забезпечення сталого розвитку регіону.
Автор пропонує таке трактування: інвестиційна привабливість регіону – це комплексна суб’єктивна узагальнена характеристика регіону як адміністративно–територіальної одиниці з позиції ступеня відповідності досягнення цілей інвестора з можливостями конкретного регіону, що формується під впливом соціально-економічних чинників.
Досліджено основні фінансові ресурси, що формують інвестиційний потенціал регіону та уточнено принципи їх формування. Доведено, що акумулювання реальних та перспективних фінансових ресурсів є основою для покращення фінансової стійкості регіону.
Уточнено роль банків у формуванні та реалізації інвестиційного потенціалу регіону та розкрито поняття регіональної банківської системи. Показано участь регіональних банків у наданні синдикованих кредитів з рекомендацією алгоритму організаційно-економічного механізму синдикованого кредитування. Наведено класифікацію основних функцій регіональних банків шляхом представлення наступних функцій: інвестиційна, системоутворююча, стимулююча, емісійна, обслуговуюча, стабілізаційна та соціальна.

This thesis research is devoted to deepening theoretical and methodological approaches to the development of the investment potential of the region and substantiation of practical recommendations for banks participating in this process.
The essence of the investment potential has been revealed in this paper. Its regional specifics and resource component have also been taken into consideration. According to this, the investment potential of the region is the dialectical unity between the actual and potential accumulated financial resources and ct territory`s capabilities for their effective use with intentions to provide sustainable development of the abovementioned region.
The author offers the following interpretation: investment attractiveness of the region - is a complex subjective generalized characteristic of the region as an administrative-territorial entity. It is regarded as a quality of compliance between the investor`s ability to reach his or her targets and the possibilities of a certain region, the forming of which is influenced by socio- economic factors.
The main financial resources that forms the investment potential of the region have been studied. the principles of their formation have also been clarified. The author proved that the accumulation of current and future financial resources is the basis for improving the financial stability of the region.
The role of banks in the development and implementation of the investment potential of the region has been clarified. The concept of regional banking system has been explored. The participation of regional banks in syndicated loan issuing has been revealed. The organizational and economic mechanism of syndicated loans algorithm has been recommended. The classification of the regional banks` main functions has been suggested. These functions are the following: investment, system-forming, emission, serving, stabilization and social.
