Apparently, the bonds are probably held by FOBAPROA or IPAB, which were created by the Mexican government as a result of the "Tequila" crisis of 1995, in an effort to rescue local banks here. FOBAPROA (Fondo Bancario de Protección al Ahorro) was first and then subsequently replaced by the IPAB (Instituto de Protección al Ahorro Bancario). The intention is to have the banks pay their debt and the IPAB to remove such a debt from its books. This is a long-term issue. |
