I have never heard the expression "smoked out" before...but "röka på" is definitely not used to refer to smoking tobacco.

Yes, that's how I've seen it used. But is it equivalent to the expression "smoked out" - which implies smoking pot (and not tobacco or other drugs)?

Actually, I would agree with you. More context is needed (although I don't know what it could possibly have to do with bereavement).
