I think there are several options here, but it basically refers to the process of "working out" the industrial property rights. Industrial property rights is a subset of intellectual property rights (see references). The word "process" leaves it open to some extent.

A six-month test phase and long industrial property rights process resulted in an attachment that could hardly be simpler.

One options is to say application for industrial property rights but given the context it doesn't sound right. It seems to refer to the process of which the application would be the last step.

Not exploitation of industrial property rights because then it would be Ausbeitung.

agree Michael Martin, MA : Didn't see your explanation before I posted. Yes, 'lange Ausarbeitung' hints at the arduous process of working out those rights. Why not make that part of your solution rather than add it as an explanation?

You need "working out" in there. Otherwise, it's a mistranslation.
