There might well be a better way to say that, at any rate, committed here simply means that these are future cash flows backed by a commitment (an obligation to pay) - this is more than a plan

Just one more remark: commitments often are off-balance sheet items - that is, you may have a very nice balance sheet and a very ugly pattern in the off-balance sheet items. Therefore, above, the first line is about the items in the financial accounts (public information, anybody can have access to that), the second line is about this \"hidden\" side of the business, the third line is about the plans/ expectations.
