I think that in the US, "on the fly" has a similar meaning to "on the hoof", although to me it suggests someone or something underhand, as that is one of the meanings it has where I come from.

El original plantea que la minoría no puede pretender que la mayoría asuma su propuesta (la estadidad) así, sin más ni más, "a pelo", "sin anestesia"; no puede pretender que la mayoría "se trague este sapo". Es por ello que, como fórmula de compromiso, proponen una enmienda que si bien no incluye la estadidad sí apunta de alguna forma hacia ella.

Creo así que el sentido de "desnudo" (en pelo, a pelo) debe leerse en este caso como "tal cual", as it is; sin más ni más, just as it is; "tal y como nosotros proponemos". En caso de existir y funcionar en este contexto, podría plantearse alguna fórmula figurada de uso común que pudiera acercarse un poco más al estilo original.
