That's what I thought... There are many kinds of 'joint memoranda', not only Joint MoUs. For example, 'googling' finds the following, among many others: joint memorandum (JM)circular, JM to incorporate family planning, JM to the Australian High Commission, JM in solidarity with workers, JM of Agreement, JM signed..., JM to present to their colleagues, etc etc etc. Perhaps in this instance there might be a later reference making it clear what sort of JM it is, but in the absence of such clarification, shouldn't assume it is a Joint MoU.

OK, Thank ... This is a complete sentence, "The shift in focus from process to outcomes also appeared to mark a new level of cooperation between XXX and XXX, as evidenced in their Joint Memorandum, which detailed their plans for moving forward with a focus on outcomes.

So, the original phrase in my ask question is Joint Memorandum.

'joint memorandum' semestinya sama dengan 'memorandum of understanding' yang biasa dikenal. Lagi pula, kata 'joint' pasti tersirat karena menyangkut kesepahaman oleh dua pihak. Adapun kita telah paham bahwa 'memorandum of understanding' berpadanan dengan 'nota kesepahaman'. Oleh karenanya, saya menambahkan kata 'bersama' agar lengkap.

Dalam konteks ini, menurut saya 'nota kesepakatan bersama' lebih pas karena di antara kedua belah pihak terjalin kerjasama, yang mendasari dikeluarkannya suatu nota kesepakatan bersama untuk mengubah fokus dari proses ke hasil.
