Ingatlan nyilvántartás - land registry: contains the details of the land in question and the details of the owner(s). When the land is sold, the land registry entry for the given plot has to be changed accordingly.
It doesn't have to be permitted, it becomes a necessity.
The sequence of events is something like this: once they have permission to buy, they can purchase the property and when the sale went through, the ownership of the land changed, therefore the land registry entry will have to be altered.
This part of the sentence should be read as: Felek meghatalmazzák XY-t hogy az ingatlan-nyilvántartási eljárás és a külföldiek ingatlanszerzéséhez szükséges engedély kiadása iránti eljárás során őket.... képviselje.
