One general definition is: The term carries the implicit idea that the city or the part of the city in question has "degenerated". It may be a case of central areas degenerating due to the ageing of the building stock and the gradual deterioration of public spaces or of popular social housing districts on the outskirts of the city. Action almost always combines economic measures (injection of new business), social measures (addition of better quality housing, residentialisation) and urban planning measures (refurbishment, restructuring of public spaces etc). The word "regeneration" is also used for ad hoc urban planning projects (street, block, urban frontages, grounds etc) The English Partnerships government agency define regeneration as "a holistic process of reversing economic, social and physical decline in areas in which it has reached a stage where market forces alone are no longer sufficient to cure it".
