"insider legislation" doesn't make sence in English, as "insider trading" does. Is this a Swedish idea, that someone (ie a lawyer) shouldn't attempt to influence particular legislation in the Riksdag (or get a particular government regulation adopted)? (This is how a lot of lawyers in the US make a lot of money!)
