: To me, retroactive seems more accurate - because it means it's as if there had been an "active" permit from the beginning, meaning the builder can't be sanctioned for not having had one. Retrospective is more "looking back over/looking into the past".

Egyebekben nem kétséges, hogy az e műveletekhez szükséges létesítményeket a szükséges városfejlesztési engedélyek nélkül tartották fenn, és hogy az illetékes hatóság 1998-ban e létesítményekre fennmaradási engedélyt adott ki. = Nor is it disputed that the installations necessary for such operations were retained although they did not have the necessary planning consent and that in 1998 the competent authorities issued such a ***consent authorising the retention*** of such installations.

Az UK-ban nincs "fennmaradási engedély", vagy van planning approval, vagy nincs. Ha nincs, de kellene, akkor be lehet nyújtani egy "planning application"-t utólag, "retrospective planning application".
