It's nothing that surprises me. Over the years I've been here as a member I've received job offers a bit like that.
Today I received the following from a company registered here:

A few years ago, a job offer came in as well requesting fluent translators in Mexican Portuguese...
I think it's a shame to see these kinds of job offers on an international forum for professional translators.
It shows total ignorance about languages and translation, and doesn't promote the reputation of this forum at all.

Years ago I spotted an ad (in a printed newspaper) asking for translators in a longish list of languages, including 'Belgian' and 'Swiss'.
I took the trouble to call the advertised phone number and got to speak to a wannabe translation agency owner. She was dead serious about needing for her soon-to-be agency translators for 'Belgian language' and 'Swiss language'. As I wasn't in the mood for giving free tuition, I just cut short the timewasting.
