1. Background
Habitat for Humanity International began working in Viet Nam in 2000 with projects developed through a strategic alliance with World Concern Development Organization in Da Nang. A pilot project developed around Habitat for Humanity’s “Save and Build” shelter micro-finance model assisted 20 families in moving into adequate and affordable shelter with the creation of a revolving fund intended to assist more families in need. In its first major initiative in the Mekong Delta, HFHI has assisted over 800 families in Kien Giang Province to create or improve housing, water and sanitation systems.
This pilot project, in partnership with the Women’s Union and the Friendship Union, under the aegis of the People’s Committee of the Kien Giang province, was scheduled to come to an end in June 2006. Habitat for Humanity International in Vietnam was keen to do an evaluation of the project so as to discern the effectiveness of the project and the key lessons learned so as to utilize the experience of implementing the same into an extension of the project and further expansion into other provinces in Vietnam.
To this end, it decided to engage the services of Naresh Karmalkar, Program Advisor (Planning, Monitoring & Evaluation), Habitat for Humanity International (Asia-Pacific) to lead a team of evaluators, mainly volunteers, to study the program and come up with key lessons learned and recommendations for the future advancement of the program.
The evaluation was scheduled to begin on Tuesday, the 4th of July 2006 and conclude on Wednesday, the 12th of July, followed by the creation of the final report. The draft final report, in Vietnamese and English, was to be presented to all major stakeholders for feedback before finalization. The deadline for completion of the entire project was the 27th of July 2006.

Tổ chức Habitat bắt đầu hoạt động tại Việt Nam vào năm 2000 thông qua các dự án phát triển liên kết chiến lược với Tổ chức Quan Tâm Thế Giới tại Đà Nẵng. Một dự án thí điểm với mô hình “Tiết Kiệm & xây nhà” được áp dụng và đã giúp 20 gia đình có được nơi ở bền vững, an toàn và tươm tất hơn với nguồn vốn quay vòng để tiếp tục giúp những hộ gia đình có nhu cầu khác. Trong bước khởi đầu dự án tại khu vực đồng bằng sông Cửu Long, Tổ chức HFHI đã giúp hơn 800 gia đình tại tỉnh Kiên Giang cải thiện nhà ở, hệ thống vệ sinh và nước sạch.
Dự án thí điểm này được thực hiện thông qua sự hợp tác với Liên Hiệp Các Tổ Chức Hữu Nghị, dưới sự bảo hộ của Ủy Ban Nhân Dân nước Cộng hòa Xã hội Chủ nghĩa Việt Nam, đã được lên kế hoạch thực hiện cho đến cuối tháng Sáu năm 2006. Tổ chức Habitat đã nhiệt tình với công tác đánh giá để thấy được tính hiệu quả của dự án và rút ra những bài học kinh nghiệm cho dự án hiện tại và cho các vùng dự án sẽ sớm được mở rộng ở các tỉnh thành khác của Việt Nam.
Đến khi kết thúc dự án thí điểm này, Habitat đã mời ông Naresh Karmalker, cố vấn chương trình (Lập kế hoạch, Giám sát & Đánh giá), thuộc Tổ chức Habitat Quốc tế -Khu vực Châu Á Thái Bình Dương, hướng dẫn một nhóm đánh giá hầu hết là tình nguyện viên nhằm nghiên cứu về chương trình và rút ra những bài học chính và các đề xuất cho việc phát triển chương trình trong tương lai.
Công tác đánh giá được lên kế hoạch bắt đầu thực hiện vào ngày Thứ Ba ngày 4/7/2006 và kết thúc vào ngày Thứ Tư ngày 12/7/2006, bước tiếp theo là hoàn tất báo cáo tổng kết. Bảng thảo báo cáo bằng tiếng Anh và tiếng Việt sẽ được trình bày với tất cả các thành phần tham gia dự án để có phản hồi trước khi hoàn tất. Thời hạn cuối hoàn tất toàn bộ dự án là 27/7/2006.
