But here it is not a verb, it is an adjective 'to brief' that goes with 'in-budget' and sometimes also with, e.g., 'on-time'. Look carefully at the structure of the sentence, and you'll see how it goes together.

To brief somebody is to bring them up to date on a particular topic. During my military career I often had to "brief" my commander on the tactical situation. Usually done in a briefing room. After a mission, you can also "debrief" people to find out what went right or wrong.

to brief is an adjective qualifying 'delivering projects', and it means 'meeting the brief (specification) laid down for these projects' — something along the line of 'conformes au cahier de charges' etc.
