Maybe I was not clear in my previous question. What I want to know as if the "whit" in the phrase above is correct (if it should not be without).
I think I clearly stated, when I put the question, that the full text was the "context" where the phrase was inserted. I don't want, neither did I ask, for the translation of the whole phrase.
I hope this time people will have time to answer without being interrupted. Here's THE CONTEXT (NOT TO TRANSLATE) again:
Site grading shall cover the establishment of a general grading plan along the major direction of slopes to avoid the need for deepening of gravity networks and/or the use of pump stations for sewage or drainage works and to ensure as well that all plots shall have reasonable access to the adjacent roads with any additional earthworks requirement.

Parece-me que a frase, como está, faz todo o sentido:
o plano de movimentação de terras deve evitar o aprofundamento de redes de gravidade e/ou a utilização de estações de bombagem....., e assegurar ainda o acesso dos lotes aos arruamentos adjacentes, "através de trabalhos de movimentação de terra eventualmente necessários". (tradução apenas para contexto).
Conclui-se da frase que "poderá" haver necessidade de alguns trabalhos adicionais, apesar da implementação do plano de movimentação de terras da obra.
Claro que se a frase for com "without" também faz todo o sentido.
Uma consulta ao cliente poderá esclarecer o "erro" eventualmente presente na frase.

Tenho sérias dúvidas sobre a opção seleccionada. O \"com\" ou \"sem\" pode fazer uma enorme diferença no sentido da frase. Mas como ambas as leituras fazem sentido, o problema está na pouca clareza do original...
