It may be a terrible idea but aside from assigning classes by lottery, it operates everyday every time a contract is signed or virtually any time an exchange takes place. If we could turn it off and on and by that I mean reorganize the initial entitlements and create new rules of unalienability, I think it might be more meaningful to start with something other than class assignments.

When we say that we hold individual rights to be inalienable, we must mean just that. Inalienable means that which we may not take away, suspend, infringe, restrict or violate—not ever, not at any time, not for any purpose whatsoever.
