Al revisarse los pocos casos donde se ha determinado un fraude a la ley, se puede verificar que el TSJ sostiene que lo que se elude con "fraude a la ley" es "el cumplimiento de una norma que le resulta embarazosa." En efecto, las sentencias concluyeron que se había configurado un fraude a la ley utilizando un medio legalmente eficaz para eludir una consecuencia dañosa, cuya elusión resultó en una vulneración del "orden público" venezolano.

A todo evento, en los siguientes párrafos explicaré que mi representada no ha eludido ninguna norma obligatoria que "resulte embarazosa" o contraria a los intereses de quien la elude y tampoco existe en el caso bajo análisis una vulneración del "orden público" venezolano.

In Spain I usually translate 'fraude de ley' as 'fraudulent evasion of law'.

I think this is more or less the meaning here.

your phrase: es "el cumplimiento de una norma que le resulta embarazosa."
my take on it: is "the compliance with a rule that it finds embarrassing (or difficult).
Not a very commonly used phrase by most of the population, but my family liked to use it a lot.
Example sentence:

He found himself in an embarrassing situation --> Se encontró a si mismo en una situación embarazosa.
