This is from a (very) potted history of Geneva. No, I'm not a historian and I'm certainly not an expert on Switzerland: this is just a very small part of a job for a regular client in Germany.
Some of the historical references in my text are things that even English schools teach (or taught), most of the rest has been easy to research on the web with clear and convincing results. But I cannot find any references to this particular "Dreistädtebund". Is my source text using a non-standard term, perhaps?
Going back to my clients would be a slow process, as they didn't write the text themselves in the first place.
"Seit dem 5. Jahrhundert Bischofssitz und Hauptstadt des Burgunderreiches, schließt sich Genf 1032 als burgundischer Teil dem Heiligen Römischen Reich Deutscher Nationen an. Rund 100 Jahre später folgt der *** Dreistädtebund von Genf, Bern und Fribourg***."

If the German term does not appear estbalished, then you probably don't need to find an "official" English equivalent.
The "Dreistädte" bit is implicit anyway.
I'd go for "alliance". Of course there would be "(con)federation", but that might be too strong.
That said, the only references to an alliance with Fribourg and Berne are from the 15th century ...

I am not convinced at all if the above French term would be readily understood by your English-speaking target audience, hence my added attempt at a paraphrase.
FWIW, I've found the following information (German and English parallel source - they use only "Städtebund" so "Dreistädtebund" might be a non-standard invention indeed):

This is also a clear indication that the "(Drei)städtebund" was not entered into about 100 but rather *500* years after Geneva had joined the Holy Roman Empire of the German Nation (or Roman Germanic Empire).

Geneva formed a union with Bern and Fribourg
I derived this from a parallel Dreistädtebund involving Erfurt, Nordhausen and Mühlhausen.
