Source text - English Nicknamed the "Mother of Parliaments" , the British parliament is respected as the most ancient parliament in today's world. Apart from a few brief interruptions , it has carried out its business on the same spot, called the Palace of Westminster, since the year 1265. It was in this year that the Simon de Montfort - an Anglo-Norman baron - convened the first elected parliament of England: the men met at Westminster, which was at the time a village outside the medieval city of London. These elected officials were, of course, lords and barons, not ordinary people, and they were elected by their peers, not by universal suffrage; but each one was there to represent one of the counties or cities in the kingdom of England.
The idea of a "parliament" was not totally new. Before the Norman Conquest in 1066, the Anglo-Saxon kings ruled their kingdom with the help of a council of elders called the Witan orWitenagemot ; like other early parliaments, the Witan was made up of nobles and men of the church. They chose the next king , and advised the sovereign, but had no real power in terms of government. After the Norman Conquest , William the Conqueror and his successors relied on their system of barons and territorial councils to govern the country; this was the basis of the Anglo-Norman feudal system.
The English Parliament operated fairly steadily for four centuries, acting as a counterweight to the power of the king, and it did so until the seventeenth century. From the 14th century, Parliament consisted of two chambers, the House of Lords (the "upper" house) and the House of Commons (the "lower" house) . But in the middle of the 17th century , King Charles 1st precipitated the English Civil War - the English Revolution - by trying to rule without Parliament. The Civil War opposed the Royalist forces and the Parliamentary forces, under the command of Oliver Cromwell; it ended in the victory of the Parliamentarians . From then on, the English Parliament was firmly established as an essential force in the running of the country.
In 1660 Parliament declared the restoration of the monarchy and established a system of parliamentary monarchy. Parliament's power was however quickly put to the test, and in 1688 Parliament deposed King James II and invited Dutch prince William of Orange to take the crown of England. The success of the "Glorious Revolution" confirmed the role of the English Parliament, a role that was constitutionally defined the following year by the signing of the Deed of Rights or Bill of Rights , one of the major constitutional acts of the United Kingdom. This Bill (new law) formally established the role of parliament and the limits of royal power.
This was the beginning of the modern parliament, with its system of political parties. In 1707 , following the Act of Union between England and Scotland, the English Parliament, based in London, became the British Parliament.
During the 19th century, parliamentary power became increasingly concentrated in the hands of the House of Commons; at the beginning of the century, most Prime Ministers came from the House of Lords (Lords North and Liverpool, the Duke of Wellington); but by the end of the century, the British government was largely in the hands of Prime Ministers chosen from elected members of the House of Commons; these included Gladstone and Disraeli. The last Government led by a Lord was that of the Marquis of Salisbury from 1898 to 1902. Since then (1), all Prime Ministers have sat in the House of Commons .
In 1911, the Parliament formally confirmed the supremacy of the House of Commons; from then on, the Lords could not block bills made by the Government in the House of Commons , and could not even delay budget and tax measures. The 1911 Act was amended in 1949.
The House of Lords
This is the "Upper House" of the British Parliament . It consists of about 750 members (a variable number ) most of whom are Life Peers (i.e. not hereditary lords), or people who have been ennobled for services rendered to the nation. These Life Peers are mostly former members of the House of Commons, or former senior officials, judges, or former business leaders or trade union leaders: each government and opposition party has the right, each year, to propose new Life peers .
The other members of the House of Lords are 96 hereditary Lords from the "nobility" of the United Kingdom, and 26 Bishops of the Anglican Church.
As mentioned above, the House of Lords can not block bills proposed by the Government in the House of Commons, and can only delay some bills . It is rare that the House of Lords use of this prerogative, other than in exceptional cases; for the Lords to act against the wishes of an elected government would be constitutionally unacceptable. Thus, almost all the bills from the House of Commons are approved quickly by the Lords, and returned for a "second reading" with some proposals for modifications or improvements. It is up to the House of Commons to accept or reject these proposals.
The essential role of the House of Lords is to discuss non controversial subjects, or examine in detail projects for which the House of Commons does not have time. Given its experience of the Life Peers who sit in the House of Lords, the Upper House is an assembly of well experienced former politicians , and is well suited to its parliamentary duties, even if its members are not elected representatives.
In 2012, the Cameron Government proposed to change the status of the House of Lords, making it into a largely elected chamber : but the proposal does not terribly interest the British public, and this change is unlikely to happen in the near future.
The House of Commons
The House of Commons is the main House of the British Parliament in terms of legislative power. It is a chamber composed of 650 members (Members of Parliament or MPs ) elected by universal suffrage. The life of a Parliament is five years.
According to an ancient tradition, MPs are elected by universal suffrage under a system ofrelative majority, in one round of voting. This means that the candidate with the most votes in an election is elected, whether or not he or she has an absolute majority of votes. This system favors the major political parties, and stable governments - at the expense of smaller parties.
Elected Members of Parliament do not have a deputy, so in the event of the death, resignation or removal of an MP, a "by-election" must be called in order to elect a new MP. Each MP represents a territory, or constituency: the link between an MP and his or her constituency is symbolically and historically very important , and in the House of Commons, Members are not called by their name, but by the name of the constituency from which they have been elected ( or, if they are government ministers, by their function) .
Since 1902 , the British Prime Minister has always been a serving Member of Parliament, elected to the House of Commons; and most ministers - often all ministers - are members of the House of Commons too. The Government is formed by the party (or from 2010 to 2015, for example, by the coalition of parties) that has a majority of seats in the House of Commons. Members of the Government sit in the front row of benches in the House of Commons (called the Front Bench ), directly opposite the leaders of the Opposition .

Source text - English Every government needs a go-to troubleshooter. For more than a decade, anything that looks like a problem with a social policy dimension ends up with Dame Louise Casey. She is, as one headline writer recently had it, the tsar for all seasons – social exclusion, homelessness, troubled families and now community cohesion. But, however talented, no one person can be an expert in all these fields, and in a world where so much solid, careful research is undertaken in academic and policy wonk circles, she may be losing her shine. Not only has her troubled families programme, launched after the 2011 riots, been found to do quite a lot less than it promised; her review of community cohesion, written in little more than a year, has overlaid much sensible if largely familiar analysis of the migrant experience with a few confrontational suggestions and recommendations, like the arrivals lounge oath to “British values” that feels tailored to appeal to a particular demographic.
Before she was asked to do this latest review, Dame Louise was in Rotherham, looking at the underlying failings in the council and police behind an appalling episode of child sex abuse. Her latest review, published on Monday, revisits the kind of problems that she saw there, in particular the danger that a fear of appearing racist leads people who might intervene to look the other way even to condone what she calls “regressive ... cultural and religious practices”. Problems related to the activities of sharia councils and Muslim arbitration tribunals (MATs) are given a high profile. She is right that there are important points to make about the way some women experience discrimination, in particular in relation to divorce. She makes some sensible recommendations. Yet it feels as if she makes them with half an eye on Rotherham, and it undermines her argument. Child sex abuse happens in many places: ask a footballer.
Social cohesion is not a one-way street. Nor are sharia councils or MATs part of the experience of most Britons. The bigger point about community cohesion and immigration is how rapidly some areas have changed, and how inadequate public service provision – or even detailed knowledge of the need for provision – has been. Dame Louise is clearly alert to the dangers of making minority groups feel as if they are a problem, yet she falls into the very trap she so carefully describes. The word Muslim appears on almost every one of the 300-plus-page report, and Islam gets 100 mentions too. The review was launched by David Cameron in the course of a speech on extremism, and, if rarely spoken, the idea is never far away. So while it is reported that more than half of the general public think that there is a fundamental clash between Islam and British values, the findings of a survey by the University of Essex in 2013, which found that 83% of Muslims were proud to be British, compared with 79% of the general public, are not mentioned. In the end, the focus on Muslims, with scant recognition of the variety of Islamic faiths, undermines the strengths of Dame Louise’s findings.
Poverty, bad housing, access to education and skills – regardless of ethnicity these are well-recognised obstacles to success; in some towns ethnically Asian children underperform at school, but white working-class boys everywhere do worse. A command of English is vital, but there are many reasons why women may not have it. Opposition at home is one, but it might be badly timed classes, or, more likely still, their cost. When David Cameron announced that non-English speakers risked deportation, he had just cut £45m from the English language teaching budget. Councils say their biggest challenge is not understanding what needs to be done, but finding the cash to do it. As a forthcoming report about life in Bedford from the IPPR thinktank observes, what’s needed is not compulsion but the small, sensitive improvements in services that build confidence across the whole community.

ويعتبر الفقر وظروف السكن السيئة وقلة فرص التعليم واكتساب المهارات بغض النظر عن الأصل العرقي من العوائق الواضحة للنجاح; ففي بعض المدن نجد مستوى الأداء المتدني للأطفال ذوي الأصل الآسيوي، ولكن مستوى أبناء الطبقة العاملة البيضاء يكون أسوأ في كل مكان. إن دور اللغة الإنجليزية مهمًا، ولكن هناك الكثير من الأسباب التي قد تحرم النساء من اكتساب هذه اللغة. الممانعة في البيت هي أحد الأسباب، ولكن قد يرجع ذلك إلى أوقات الدروس غير المناسبة أو على الأغلب تكلفتها. وعندما أعلن ديفيد كاميرون أن غير المتحدثين باللغة الإنجليزية واجهوا خطر الإبعاد فهو كان قد قلص ٤٥ مليون جنيه استرليني من ميزانية تدريس اللغة الإنجليزية. وتقول المجالس بأن تحديها الأكبر ليس إدراك ما يتطلب فعله، وإنما توفير الميزانية لفعله. ومثلما يشير التقرير المقبل لمجلس الخبراء في معهد بحوث السياسات العامة حول الحياة في بيدفورد، فإن ما يتطلب فعله ليس إلزامـًا ولكن لا بد من التحسينات البسيطة والدقيقة في مجال الخدمات والتي تعزز من الثقة بين أفراد المجتمع ككل.

Source text - Arabic إنني أمد لك يدي، أيها الشيخ التقي الميت، من قاع هذا الصمت (وقاع تلك العتمة) التي لا يسبر غورها، يا حبيب الله، المعاد إلى هذه الأرض ثمرة متفجرة على الخشب. أخاطبك من وراء ظهر الحواس التي يخاطب بها الإنسان قدره المكتوب له. مد لي يدك يا عبد العاطي، يا عاطي، وانتشلني من هذا الصمت (والظلام). إنني أطلب منك الشفقة، أيها الولي، بعد أن رفضتها سنوات لا أذكر عددها. أركع قرب طينك المبتل، أيها الولي، وأقول: أنني تعبت. أصيح بين الجدران التي لا ترى، في عالمي المعتم (الأصم)، وأهز بكفي الأعمدة التي ترفع السماء، حيث تجلس مخبئاً أجوبتك، وأرجوك، أتوسل إليك، أبكي كل الدموع التي منحتها لي، وأعتصر إيماني حتى قراره المسكين. أطلب الفكاك من أسر الصمت (والظلام)، أسالك يا ملك الصمت (والظلام) أن ترمي صولجانك على وجهي وتمنحني حصتي من هذا العالم.

Source text - Arabic بإمكانك مساعدة الآخرين لحمايتهم من أعدائهم، ولكن ربما لا تستطيع حمايتهم من أنفسهم.
لذلك قالوا إن الإنسان هو عدو نفسه الأول. وهذا ليس درساً في التنمية البشرية التي أصبح مدرسوها أكثر من المدرسين الخصوصيين، وعلى سيرة هؤلاء، فإنني سوف أكون نماماً هذه المرة وأفشي سراً لوزارة التربية، بأن كل الإجراءات التي لوحت بها قبل فترة ضد الذين سيقترفون إثم الدروس الخصوصية لم تجدِ نفعاً، وما زال المدرسون الذين بلا ضمائر يساومون طلبتهم على دروس جديدة.
بكل الأحوال ليس هذا هو الموضوع الذي سأكتب عنه، لكن حرقة قلبي كغيري من الآباء على «الجزية» التي يفرضها المدرسون الخصوصيون على الطلبة، جعلت بوصلتي تنحرف نحوهم.
نعود إلى أن الإنسان عدو نفسه، وتتجلى هذه العداوة في أقصى مداها بالاختيار الأول في حياة الإنسان، سواء لأصدقائه أو شريك حياته. هؤلاء يحددون مجرى حياتنا لاحقاً، هم من سيكونون مصدر قوتنا في الحياة أو ضعفها، رغم أن الاختيار الخاطئ للفيلسوف سقراط لشريكة حياته كان مصدر قوته في ما بعد، إلا أن ليس كل الناس «سقارطة». فهو الذي قال إن الزواج بكل حالاته خير، فإن وفقت فأنت سعيد، وإن أخفقت فستصبح فيلسوفاً، وربما هذا ما يفسر ظهور «متفلسفين» كثر على مواقع التواصل الاجتماعي والفضائيات.
بعض الاختيارات تكون بدافع التمرد على الأهل، فعند سن معينة، يعتقد بعض الناس، وهم في مرحلة شبابهم الأول، أن أهلهم مزعجون برتابتهم، لأنهم يريدون لابنهم أو ابنتهم زواجاً تقليدياً، من شخص «حباب» عاقل، تأتي أمه تطرق الباب تسألهم: «هل لديكم بنات للخطبة؟». وكذلك الأمر بالنسبة إلى اختيار الأصدقاء، فربما يتذكر كثيرون أن أهلهم تدخلوا في اختيارات أصدقائهم. كان الآباء والأمهات يسألون عن الصديق مثلما يسأل الراغبون في الزواج عن الفتاة أو الشاب. وأيضاً في هذه النقطة يحدث أحياناً تمرد من الإنسان رافضاً تدخل الأهل في اختياره لصديق متمرد يرى فيه الحرية والخروج عن المألوف الذي ملّ وجوده في أفراد عائلته، ولا يصحو من اختياره إلا حين تطرق الشرطة باب بيتهم تسأل عنه لمصيبة ارتكبها صديقه.
صحيح أن تقوية شخصية الأبناء تكون بمنحهم الثقة، لكن ماذا لو انطبق المثل الشعبي على الأبناء إذا أصبحوا مثل «طير ابن نبهان»، وهذا الطير كما تروي الحكاية الشعبية كان لرجل منحوس، حيث يحلق الطائر خارج المنزل، ثم يعود حاملاً في أقدامه الأفاعي والعقارب ليلقيها في بيت صاحبه.

Translation - English You can help others to protect them from their enemies, but you may not be able to protect them from themselves.
For that reason they have been always saying a man is his own first enemy. This is not a lesson in human development, which its professors become more than private teachers. With reference to those teachers, I will be a gossip here and divulge one secret to the Ministry of Education. All the procedures that the Ministry imposed while ago upon those who teach private lessons are useless, and the unscrupulous teachers are still bargaining their students over new lessons.
Anyhow, this is not the topic I am writing about, but the deep sorrow I feel inside like other parents for the money students must pay to their private teachers makes me direct my article towards them.
Going back to the saying that a man is his own enemy, this enmity reaches to its most level along with a man’s first choice in his life, whether the choice of his friends or spouse. These people draw the path of our life in the future. They will become the source of our strength or weakness; on the other hand, Socrates’ bad choice of his wife turned to be the source of his strength, but not all people is Socrates. He said that marriage in all cases is a blessing, so if you succeed with it, you feel happy, and if you fail, you become a philosopher. This can justify the popularity of philosophasters in the social media and satellite channels.
Some choices are just for the purpose of disobeying parents because some people at certain age in their first youth think that their parents are annoying because of their stereotyped life. These parents prefer arranged marriage for their son or daughter with someone known as friendly and rational. A guy’s mother knocks on the doors and asks, "do you have girls for marriage?" This also happens when we choose our friends. Many people probably still remember their parent’s attitude regarding the choice of their friends. Parents have been asking about a friend like who wants to marry someone and asks about him/her. Disobeying parents may sometimes happen in this case, too. A man rejects listening to the advice of his parents when they want to restrict his company that he himself considers a way of freedom and unfamiliarity, something have been missed within the atmosphere of his family. Then, he does not realize the truth until the police calls him for what his friend has committed.
It’s true that we teach our children self-confidence when we trust them, but what if they become like the "Bird of Ibn Nabhan", to which a popular proverb refers and tells the story of an unlucky man who owns a bird. The bird flies outside the man’s house and returns back carrying snakes and scorpions in its feet to throw them inside the house.
