Management is the act of getting people together to accomplish desired goals and objectives using available resources efficiently and effectively. Since organizations can be viewed as systems, management can also be defined as human action, including design, to facilitate the production of useful outcomes from a system. This view opens the opportunity to manage oneself, a pre-requisite to attempting to manage others.
Definition of Management: The Management Process
Management functions include: Planning, organizing, staffing, leading or directing, and controlling an organization (a group of one or more people or entities) or effort for the purpose of accomplishing a goal.
There are several different resource types within management. Resourcing encompasses the deployment and manipulation of:

• Financial resources
• Technological resources

Different type of Management Styles
There are different types of management styles, and the management process has changed over recent years. The addition of work teams and servant leadership has changed what is expected from managers, and what managers expect from their employees.
Traditional Management
There is a hierarchy of employees, low level management, mid-level management, and senior management. In traditional management systems, the manager sets out expectations for the employees who need to meet goals, but the manager receives the reward of meeting those goals.

إن التسيير الإداري عملية يتم بموجبها جمع الناس لتحقيق الأهداف والغايات المأمولة باستعمال الموارد المتاحة بفعالية ونجاعة. وبما أنه يمكن النظر للهيئات على أنها أنظمة، فإنه يمكن تعريف التسيير الإداري بأنه عمل بشري يقوم على التصميم من أجل تسهيل إنجاز منتجات مفيدة من نظام معين. تمنح هذه النظرة الفرصة لتسيير الذات، وهي شرط لازم للسعي إلى تسيير الآخرين.
تعريف التسيير الإداري: عملية التسيير الإداري

Il y a des situations où l’interprétation chez Ibn ‘Arabī devient une condition sine qua non pour toute compréhension du monde. On interprète alors comme on respire, du fait que le monde inclut et engendre, par la même occasion, une foule d’images qui nécessitent une interprétation adéquate, parfois interminable. Mais il y a des situations où l’interprétation n’est pas nécessaire, elle devient même un obstacle à la vraie science. Si la première situation demande une prédisposition de la part de l’interprète, l’isti‘dād ; la deuxième nécessite, en revanche, une donation originelle émanant de Dieu, l’iḫtiṣāṣ. Ibn ‘Arabī détaille ces deux sources antagoniques du savoir et établit sa conception de l’interprétation à l’aune de cette distinction entre l’isti‘dād et l’iḫtiṣāṣ. Il y a cependant un fil conducteur qui réunit les deux aspects que nous pouvons désigner par l’expression cusaine (Nicolas de Cues) de la « docte ignorance ». Qu’il s’agisse d’un élan émanant de l’aptitude humaine ou d’un don provenant de l’inspiration divine, l’interprétation revêt le caractère d’une “docte ignorance”, dans la mesure où la source est énigmatique et le but est mystérieux : on ne sait pas d’où vient le savoir, ni comment constituer un savoir apodictique aux résultats tangibles. Entre l’archè et le tèlos, l’interprétation, qui prend l’allure d’un cercle (l’origine des mots et les multiples facettes allouées), devient alors une tâche infinie, imprimée dans l’acte même du savoir, ignoré par l’homme alors même qu’il préside à ses fonctions cognitives et à son inscription ontologique dans le monde. Cette étude tâche de résoudre le problème de l’ambivalence de l’interprétation chez Ibn ‘Arabī.

Ibn Arabi’s « Learned Ignorance » Hermeneutic Question
Abstract
There are situations where Ibn Arabi considers interpretation a sine qua non condition for any comprehension of the world. We interpret as we breath since the world includes and engenders, at the same time, loads of images that call for an adequate and sometimes infinite interpretation. Yet, there are situations where interpretation is not necessary, and even becomes an obstacle in the way of true science. If the first situation calls for a predisposition on the part of the interpreter, l’isti‘dād, the second one necessitates, on the contrary, an original gift from God, the iḫtiṣāṣ. Ibn Arabi put in detail these two antagonistic knowledge sources, and establishes his conception of interpreting by measuring it against this distinction between the isti‘dād and the iḫtiṣāṣ. However, there is a connecting thread that combines both aspects which we may refer to as a cuesan expression (Nicolas de Cue) of « learned ignorance. » Whether it is a drive emanating from human aptitude or a gift emanating from divine inspiration, interpretation comes in the form of a « learned ignorance » insofar as the
source is enigmatic and the target is mysterious : We ignore where knowledge comes from, and we do not know how to constitute an apodictic knowledge with tangible results. Between the arche and the telos knowledge, interpretation takes the drive of a circle ( the origin of words and multipe allotted facets), becomes then an infinite task, and it is even printed in the act of knowing itself, ignored by man even when he directs his cognitive functions and his ontological inscription in the world. The present study aims at solving Ibn Arabi’s ambivalence problem of interpreting.

Source text - Arabic إيمانا منّا بأنّ القراءة انطلاقا من مدوّنة هي أكثر المناهج ملاءمة للوقوف على مدى اكتساب اللّغة العربيّة لغةً ثانيةً ، فإنّ الدراسة الاستبيانية الموالية ترمي إلى رصد مدى استيعاب اللغة العربية عند غير الناطقين بها، تلفظا وكتابة وفهما؛ ومنهم شريحة من الطلاب الصينيين الوافدين على مركز التعليم المكثف للغات بجامعة تلمسان-الجزائر.
و ترجع أسباب اختيارنا للموضوع إلى دوافع موضوعیة، تتمثّل في:
-كون اللغة العربية من اللغات المعترف بها عالميا، و التي تعزز العلاقات التواصلية وتعمق الروابط التجارية والاقتصادية بين دول العالم.
-معرفة مدى اهتمام الأجانب باللغة العربية وإقبالهم على تعلمها.
- الوقوف على واقع تعليم العربية للطلبة الصينيين بمركز التعليم المكثف للغات بجامعة تلمسان.
- الكشف عن الطرق والوسائل الناجعة في تقريب العربية لغير أهلها، ومنهم الطلبة الصينيون.
- الاطلاع على الصعوبات التي يواجهها الطلبة داخل المركز وتذليلها.
وتهدف هذه الدراسة أساسا إلى: الإسهام في تطوير طرائق تعليم اللغة العربية وتقريبها لغير الناطقين بها صوتيا وصرفيا ونحويا ودلاليا ليكون المركز قبلة لاستقطاب الطلبة الأجانب من شتى دول العالم ورائدا في خدمة و نشر العربية بوصفها أداة تواصل بين الشعوب العربية وغيرها من جهة وبيان خصائصها وأهميتها في مسايرة التطور العلمي ومواكبة التقدم الحضاري من جهة أخرى.
أما المنهج المتبع في الدراسة ، فهو المنهج الوصفي متخذين من التحليل أداة تقوم على وصف ماهية اكتساب اللغة وطرائق تدريسها. وتحليل نتائج الاستبيان والتعليق عليها.

Arabic Language as a Second Language Acquisition: Chinese Students Experience in the University of Tlemcen
Departing from the belief that reading through a corpus is the best method to explore the acquisition of Arabic as a second language.The following study based on a questionnaire aims at inquiring the extent of Arabic language assimilation among its non-native speakers as regards its spoken and written forms as well as its understanding. The sample includes, among others, a group of Chinese students learning Arabic at the Center for Intensive Language Teaching at the University of Tlemcen, Algeria.The reasons of our choice are motivated objectively as:
- Arabic is an internationally recognized language that consolidates communicative relations and intensifies economic and commercial ties among states.
- Seeking to assess interest and motivation to learn it among foreigners.
- Studying the actual situation of the teaching of Arabic to Chinese students in the Center for Intensive Language Teaching at the University of Tlemcen.
- Exploring efficient ways and means to bring Arabic closer to non-native speakers like Chinese students.
- Exploring difficulties encountered by students in the center and removing them.
- The present study aims essentially at participating at promoting methods of Arabic teaching and bringing it closer to non-native speakers phonologically, syntactically, morphologically and semantically and making it an attracting pole for foreign students and a pioneer center for serving Arabic and diffusing it as a means of communication among Arab peoples and others. It also aims at exposing its characteristics and importance in upkeeping with scientific and civilizational development.
In this study we used the descriptive methodology and used analysis as a tool based on the description of the process of language acquisition and its teaching methods as well as the results analysis and commentary.

Dans cinq des six circonscriptions, ce premier tour est dû au fait qu'en vertu de la règle du non-cumul des mandats les ex-titulaires du poste ont préféré occuper un fauteuil de maire, même d'une petite commune, plutôt que conserver leur siège au Palais Bourbon. Et leurs suppléants n'ont pas souhaité prendre leur relève, à une vingtaine de mois des élections législatives de 2022. Cette désaffection des élus pour le Parlement «est un sujet de fond», analyse un ministre. «Si on m'avait dit il y a vingt ans qu'on préférerait rester maire plutôt qu'être député... Il y a un problème d'attractivité du poste», déplore-t-il.
Dans la 5e circonscription de Seine-Maritime, huit candidats se disputeront les suffrages de ce bastion socialiste. L'ex-député PS Christophe Bouillon, élu maire de Barentin en mai, aurait dû laisser sa place à son suppléant Bastien Coriton mais celui-ci a finalement privilégié sa mairie de Rives-de-Seine.
Même cas de figure dans la 3e circonscription de Maine-et-Loire où l'élection de Jean-Charles Taugourdeau (LR) comme maire de Beaufort-en-Anjou et le renoncement de sa suppléante ont provoqué une nouvelle élection dans cette terre historiquement ancrée à droite. Celle-ci part divisée avec trois candidats au centre droit quand la gauche s'est rassemblée derrière une écologiste.

رهانات الانتخابات التشريعية الجزئية الست ليوم الأحد
صرح مصدر برلماني اشتراكي قائلا: " تصل نسبة الامتناع عن التصويت في الانتخابات الجزئية، على وجه العموم، حدا قياسيا. ولا أرى سببا لتتغير هذه المرة." فلا شك أن مخاوف عودة تفشي وباء كوفيد-19 لن تشجع الناخبين على الهرولة إلى صناديق الاقتراع.
لقد توجب إجراء الدور الأول المقبل في خمس من الدوائر الانتخابية الست بسبب تفضيل أصحاب هذه المناصب السابقين شغل أرائك رؤساء بلديات، ولو صغيرة، بدل الاحتفاظ بمقاعدهم في قصر بوربون عملا بأحكام القانون الذي يمنع الجمع بين عهدتين. كما أن بدلاءهم لم يرغبوا في النيابة عنهم ولم يبق على موعد الانتخابات التشريعية لسنة 2022 سوى عشرين شهرا تقريبا. و أعرب أحد الوزراء عن الجفاء الذي يكنه المنتخبون للبرلمان قائلا: " هذا الموضوع جدي.. فلو قيل لي قبل عشرين سنة بأنه يفضل الاحتفاظ بمنصب رئيس بلدية على شغل منصب نائب برلماني ...هناك مشكل جاذبية المنصب." أردف متأسفا.
وفي الدائرة الانتخابية الخامسة لسان ماريتيم يتنافس 8 مترشحين على أصوات الناخبين في هذا المعقل الاشتراكي. وكان من المفترض في كريستوف بويون النائب البرلماني الاشتراكي السابق الذي انتخب في مايو رئيسا لبلدية بارونتان أن يترك مكانه لنائبه باستيان كوريتون ، إلا أن هذا الأخير فضل بلديته في ريف دو سان في نهاية المطاف.
نفس المشكل حدث في الدائرة الانتخابية الثالثة في مان إي لوار حيث تسبب انتخاب جون شارل طوقوردو من الحزب الجمهوري رئيسا لبلدية بوفور أون أنجو وامتناع نائبته عن المنصب في إعادة الانتخاب في هذه الأرض التي ترسخ فيها اليمين تاريخيا. وجرت هذه الأخيرة منقسمة بين 3 مترشحين من اليمين الوسط بينما تجمع اليسار وراء مرشحة من أنصار البيئة.

Hello!
It is a pleasure to say something in brief about me. I am an Associate Professor of Translation Studies and British and American history. I have been dealing with translation and languages since 1984 when I first began to study translation at university. I studied translation and I had a Bachelor of Arts in Arabic, English and German. French is acquired in Algeria since the primary school. Then I had a Master's in Translation in English and Arabic, with a majoring in Diplomacy and International Relations. I then worked in the Algerian press as Proofreader and translator. Afterwards, I joined an American Petroleum company operating in Algeria to take the position of technical translator. Later I joined university to teach as a lecturer. I taught British and American history and literary translation. After a while I studied for a Master's in English with a major in British and American history. Years later, I got my PhD in English with a majoring in British and American history.
Now I am teaching English and translation at university. I translate in the following fields:
