Source text - French La Francophonie de Terre-Neuve-et-Labrador est en forte évolution. Le RDÉE TNL se doit d’être un îlot stable dans une mer en tourmente. Nous voyons un futur prospère pour la communauté d’affaires de la province, malgré les défis qui nous entourent!
Et des défis, il y en a : d’un gouvernement provincial affaibli par la baisse des redevances venant de l’industrie pétrolière et de l’industrie minière, à la diminution des quotas de crabes et de crevettes dans l’industrie de la pêche, en passant par une industrie forestière qui fait face à des défis existentiels, et le tout dans un environnement où l’âge moyen des Terre-Neuviens et Labradoriens est le plus élevé au pays, et où les villages portuaires se vident à une vitesse accrue.
Mais à travers ces nuages noirs percent des rayons de soleil. L’industrie touristique est à la hausse, et ce, surtout dans les régions rurales où le besoin d’emploi est le plus criant. L’industrie minière, elle aussi située dans les régions rurales, rebondit également. Et le prix du pétrole, qui semble finalement avoir atteint son nadir, a recommencé à grimper de nouveau.
Nous voyons une croissance dans le nombre d’entreprises dévouées à l’informatique, aux applications mobile, à la biotechnologie, à l’aquaculture, aux océans, à l’agriculture et j’en passe. Une grande partie de ces entreprises demandent un haut niveau d’éducation, d’où l’importance croissante d’une formation de pointe, dispensée par notre collège et notre université.
Nous misons aussi sur deux ententes de commerce qui détiennent un grand potentiel pour la communauté des affaires francophones de la province. La première est l’Accord Économique et Commercial Global (AECG) entre le Canada et l’Union européenne, finalement ratifié cette année, qui permettra au RDÉE TNL de se positionner comme un agent indispensable pour les exportateurs intéressés par l’Europe francophone. La deuxième est l’entente de libre-échange canadienne qui devrait aussi ouvrir des portes pour nos entreprises à travers la Francophonie canadienne.
Le RDÉE TNL est ici pour aider à mettre sur pied des entreprises francophones et bilingues ainsi que pour les aider à élargir leurs marchés dans la province, ailleurs au Canada et à travers le monde. Nous aidons aussi les entreprises anglophones locales à rejoindre des marchés francophones à travers la Francophonie nationale et mondiale. Nous accompagnons également les chercheurs d’emploi francophones à aider ces deux types d’entreprises à s’épanouir.
Terre-Neuve-et-Labrador à un futur très prometteur et la communauté d’affaires francophone peut jouer un rôle important dans l’évolution économique de la province. Le RDÉE TNL est prêt à faire ce qu’il faut pour aider cette communauté à saisir toutes les occasions possibles.

Francophonie in Newfoundland and Labrador is evolving. RDÉE TNL has emerged as a solid rock in a tumultuous sea, as the future looks prosperous for the business community of the province despite the challenges that surround.
Indeed, there are plenty of challenges: a provincial government weakened by a decrease in oil and mining industry royalties; falling crab and shrimp quotas in the fishing industry; and a forestry industry facing threats to its very existence. These challenges loom large in a province with the highest aging population in the country and where outport communities are rapidly being emptied of inhabitants.
Yet glimmers of light can be seen through these dark clouds. The tourism industry is on the rise, particularly in those rural regions most in need of employment opportunities. The mining industry, similarly located in rural regions, is also rebounding. And the price of oil, having finally seemingly reached its nadir, has started its upward climb once more.
We are seeing a rise in the number of businesses in the IT, mobile applications, biotechnology, and aquaculture sectors, as well as those working in oceans and agriculture, and the list goes on. The cutting-edge education offered by our college and university are of growing importance, as it responds to the demand in many of these businesses for highly educated professionals.
We look forward with anticipation, also, to two trade agreements that hold considerable potential for the Francophone business community of the province. The first is the Canadian-European Union Comprehensive Economic and Trade Agreement (CETA), ratified this year, which will allow RDÉE TNL to position itself to serve exporters interested in French-speaking Europe. The second is the Canadian Free Trade Agreement, also expected to open its doors for businesses across Francophone Canada.
RDÉE TNL is here to help set up Francophone and bilingual businesses as well as to help them grow their market in the province, across Canada and throughout the world. We are also helping local English-speaking businesses reach Francophone markets across French-speaking Canada and the world. Finally, we are assisting Francophone job seekers in their endeavours, thereby helping these two types of businesses to prosper and thrive.
Newfoundland and Labrador has a promising future and the Francophone business community has an important role to play in the economic evolution of the province. RDÉE TNL is ready to accompany our business community every step of the way towards taking full advantage of each opportunity.
We are currently developing a membership process for RDÉE TNL and we will soon be inviting you to join us as a member. Together, we will be stronger, for as the African saying goes, “We go faster alone, but further together.”

Source text - French J’aimerais commencer ce mot avec un grand remerciement au Conseil d’Administration! Après un an en poste par intérim, me voici confirmée en tant que Directrice Générale du RDÉE TNL. Un poste que j’adore, de par ses défis et ses récompenses.
2017-2018 aura témoigné de changements importants pour notre organisme. La base constituante même du RDÉE TNL a été modifiée pendant l’AGA 2017 pour ouvrir la possibilité à des francophones et francophiles intéressés par le développement économique de devenir membres de l’organisme. Cette ouverture marque le début d’une nouvelle ère où notre gouvernance devient plus transparente et nos actions s’orientent davantage vers les besoins de nos clients.
C’est, justement, en nous intéressant à la meilleure façon de répondre à ces besoins, que nous avons repensé la conception du RDÉE TNL au niveau des services que nous offrons et comment nous les présentons à nos différents publics.
Nous avons ainsi créé une nouvelle architecture de marque pour bien distinguer nos secteurs d’activité : le tourisme, l’employabilité, l’immigration et l’entrepreneuriat. Vous verrez dans ces pages la nouvelle marque du tourisme en français, ExploreTNL. Nous continuons à travailler sur la meilleure façon de combiner employabilité et immigration, notamment à travers notre positionnement en tant que ressource d’aide au recrutement pour les entreprises de la province.
Nos réussites sont aussi accompagnées de défis. Nous avons remarqué que certains de nos services sont sous-utilisés et nous tenons à diriger nos efforts et ressources vers des initiatives qui soient véritablement utiles pour les membres de nos communautés francophones en milieu minoritaire sur l’Avalon, la Côte Ouest et au Labrador.
Nous éprouvons également des difficultés à identifier quels services pourraient être les plus attrayants pour nos membres. J’ai hâte de rédiger le mot de 2018-2019, où je vous raconterai comment nous avons avancé sur ce sujet.

Translation - English I would like to begin by offering my sincere thanks to the Board of Directors! During one year as interim Executive Director, I was confirmed in this role going forward. It is a role that I love, for both the challenges and the rewards it offers.
The year 2017-2018 brought about a number of important changes for our organization. During the 2017 AGM, the very constituency of RDÉE TNL was redefined to allow Francophones and French-speakers interested in economic development to become members of the organization. This redefinition has marked the beginning of a new era for our organization, as it encourages greater transparency of governance and an increased ability to build around and for the needs of clients.
Indeed, it is this focus on clients’ needs that guides our new conceptualization of the services offered by RDÉE TNL as well as how these services are presented to our diverse public.
With our sights set on these aims, we have created a new brand architecture to distinguish our different sectors effectively: Tourism, Employment, Immigration, and Entrepreneurship. You will see in the pages that follow the new brand for tourism in French, ExploreTNL. We continue to strive to find the best way to unite Employment and Immigration, particularly through our role as a resource for recruiting for Newfoundland and Labrador businesses.
Our successes have come hand-in-hand with challenges. We have noted that some of our services are underused, meaning that we must direct our efforts and resources to those initiatives that are truly useful for francophone community members in a minority setting on the Avalon, the West Coast, and in Labrador.
We also continue to wrestle with identifying the services that could be most attractive to members. I look forward with anticipation to describing how we have moved forward on this question in my next year’s address.
Once again, and always, the RDÉE TNL is nothing without its employees, and I would like to extend my full thanks to them at this time. Thank you for your varied initiatives, your collaboration, and the contributions and excellence you bring to our organization.
