Pendant des décennies, le coton africain a présenté des avantages comparatifs. Cueilli manuellement, il présente des qualités intrinsèques avec des coûts de production faible. Mais depuis une dizaine d’année, il est confronté à plusieurs défis. Il a perdu notamment sa réputation d’excellence pour cause de contamination, avec pour conséquence la perte de sa valeur marchande de l’ordre de 5 à 30%.
Pour répondre aux défis du coton africain, une série de réforme sont entreprises dans la quasi-totalité des filières cotonnières. La présente présentation concerne les principales reformes des filières de la zone CFA ces dernières dix années. Le plan de notre exposé s’articule ainsi :
1/ Etat des réformes dans les pays précurseurs des restructurations internes des filières francophones (Benin, Côte d’Ivoire)
2/ La réforme marquée par une présence limitée de l’Etat (Burkina Faso) ;
3/ Une reforme avec la forte présence de l’Etat dans la gestion de la filière coton ;
4/ L’approche régionale et continentale des reformes (Stratégie coton UEMOA, CEEAC et PACRM).
A/ Benin : La privatisation de la filière coton a vécu
Le coton est aujourd’hui la première culture d’exportation avec environ 80% des recettes d’exportation et une contribution de l’ordre de12% au PIB.
1/ Evolution de la filière coton et son développement récent,
1-1/ La Gestion privée de la filière coton
Après la Conférence Nationale de 1990 qui a prôné le désengagement de l’Etat de toutes les activités économiques, Les décrets 99-537 du 17 Novembre 1999 et 2000-294 du 23 Juin 2000 ont été pris pour mettre fin au monopole que détenait alors la Société Nationale pour la Promotion Agricole (SONAPRA).La reforme cotonnière au Benin est symbolisée par :
La lettre de déclaration de politique de développement rural (LDPRR) de mai 1999,définissant les grandes orientations de la politique agricole du Benin, principalement la politique cotonnière ;
La Création de l’Association Interprofessionnelle du Coton (AIC) :
- un passage en douceur d’une gestion étatique à une gestion privée de la filière coton
- un cadre de concertation des familles professionnelles, clé de voûte de la mise en œuvre des réformes dans le secteur coton
La Suppression du monopole de la SONAPRA de la commercialisation du coton graine en juin 2000 ;
LaCréation en Octobre 2000 de la CSPR: avec pour mission la gestion des flux physiques et financiers liés à la filière coton :
Option pour une filière privée intégrée au niveau national en mars 2003.
Aboutissement de la reforme à travers l’accord-cadre entre l’Etat et l’interprofession de décembre 2005 et l’adoption de la stratégie de réforme globale de la filière de mai 2008, avec pour objectif la réorganisation de la filière coton et la relance du processus de cession de la SONAPRA.
Adoption en décembre 2011 du plan stratégique de relance du secteur agricole (PSRSA) ; une réforme pour faire du secteur coton l’un des moteurs essentiels de la nouvelle dynamique du développement social et économique du Benin avec un objectif quantitatif de production du coton graine de 600000 tonnes/an
2/ Le retour annoncé de l’Etat dans la filière coton : permanente Présence ou une transition prolongée ?
- Transition d’un monopole privé à un monopole public : Les péripéties du retour de l’Etat dans la filière coton ;
- Constat par le gouvernement d’une mauvaise conduite du processus de privatisation de la filière coton;
- La concentration de toute la filière dans un monopole privé, excluant toute compétition et concurrence (approvisionnement en intrants, distribution des intrants, production du coton graine, égrenage du coton et commercialisation du coton fibre) ;
- Nécessité de la prise en main, à titre transitoire de la gestion de la filière coton par le gouvernement, à partir de la campagne 2012//2013,
- Nouvelle organisation de la campagne cotonnière 2012/2013 : création d’un comité permanent chargé de réfléchir sur les conditions de déroulement de la campagne 2012/2013
- Mise en place en juillet 2012 d’un cadre institutionnel transitoire de gestion de la filière coton (Comité interministériel d’orientation et comité national de suivi et de contrôle de la filière coton)
- Rétrocession du service contrôle de qualité et classement coton de l’AIC à la SONAPRA etContrat de prestation pour l’égrenage du coton de la campagne 2012-2013 par la SONAPRA
- Organisation en décembre 2012 d’un atelier de réflexion sur le mode de gouvernance de la filière coton (performances et dysfonctionnement de la filière coton, vision du gouvernement sur la nouvelle architecture de la filière)
- Mise en place d’une commission spécialisée chargée de l’acquisition des intrants coton pour la campagne 2013/2014.
- Décision du conseil des ministres du 17 avril 2013 a fixé les prix de cession des intrants coton et achat du coton graine, marqué par la : réduction des prix de cession des intrants et par l’augmentation des prix d’achats du coton graine
Conclusion
Le coton est sans doute un puissant outil de développement et de croissance économique, de lutte contre la pauvreté et de bien-être des populations. Nul besoin de rappeler le statut du coton dans les pays CFA et son poids dans l’équilibre macro-économique de certains pays (Burkina Faso, Benin, Mali…). Les reformes ont-elles produits les résultats escomptés.
L’enjeu des réformes est de faire des filières cotonnières des secteurs d’activités performantes. Si les tendances baissières des activités cotonnières dans certains pays peuvent être imputables aux facteurs externes (prix, conjonctures…), il n’en demeure pas moins que la conduite des restructurations internes impacte la production cotonnière dans la zone CFA.Une corrélation peut être établie entre la conduite des réformes dans la zone CFA et les performances des filières cotonnières.
Pour y parvenir, il faut favoriser un climat de paix dans la gouvernance des filières en :
- Créant des organes de surveillance et de régulation
- Mettant en place des lois de programmes, de production et de recherche
- Régionalisant ces lois au niveau des communautés sous régionales et continentale.
Les initiatives régionales et continentales (WAEMU et PARCM) s’inscrivent dans cette optique. Elles visent l’élaboration des projets fédérateurs pour booster la productivité et la compétitivité du coton africain. Les réformes engagées au niveau régional (la Stratégie Coton WAEMU :) et continental (PARM) et leur impact répondront elles à cette problématique ? Seul l’avenir nous le dira. La reforme concerne également la formation des principaux acteurs aux bonnes pratiques de lutte contre la contamination

Introduction
For decades, the African cotton presented some comparative advantages. It is hand-picked and it presents intrinsic qualities with low production costs. However, since the past ten years, it is faced with numerous challenges. It has lost its reputation for excellence as a result of contamination. Consequently its market value dropped by around 5 to 30 %.
To meet the challenges of the African cotton, some reforms are being undertaken in almost all the cotton sectors. This presentation is about the main reforms undertaken in the cotton sectors of the CFA area during the past ten years. The plan of our presentation is as follows:
1/ account of the reforms undertaken in countries which led the way to internal restructuring of the cotton sector in French speaking Africa (Benin, Côte d’Ivoire)
2/ the reform influenced by the limited intervention of the state (Burkina faso);
3/ a reform with the strong intervention of the state in the management of the cotton sector;
4/ the regional and continental approach to the reforms (WAEMU, ECCAS and PACRM cotton strategies).
A/ Benin : the privatization of the cotton sector has survived.
Today, Cotton is the first export crop. It generates about 80% export revenue and contributes 12% to GDP
1/ The evolution of the cotton sector and its recent development.
After the 1990 National conference which called for the disengagement of the state from all economic activities, decrees 99-537 of 17th November 1999 and 2000-294 of 23rd June 2000 were issued in order to put an end to the monopoly of the Société Nationale pour la Promotion Agricole (SONAPRA). The reform of the cotton sector in benin is marked by
The Rural Development Policy Statement Letter (LDPRR) of may 1999 which defines the main guidelines for Benin’s new agricultural policy, mainly the cotton policy;
The creation of the interprofessional association of cotton(aic)
- a smooth transition from a state management to a private management of the cotton sector
- a mutual consultation framework for the various professional branches of the sector is the cornerstone of the implementation of the reforms in the cotton sector.
The end of the monopoly of the SONAPRA in the marketing of seedcotton
The creation of the CSPR in October 2000. The CSSR was in charge of managing physical and financial flows in the cotton sector.
An option for a private sector which has been integrated at the national level in March 2003.
The completion of the reform through a framework agreement between the government and inter-professional organizations in December 2005 followed by the adoption of the global reform strategy of the sector in May 2008. The objective was to reorganize the cotton sector in order to restart the disposal process of the SONAPRA.
The Adoption in December 2011of the strategic plan for reviving the agricultural sector (PSRSA). This plan aimed at transforming the cotton sector into one of the key engines for stimulating social and economic development in Benin with the quantitative target to produce 600000 tons of seedcotton every year.
2/ The expected come-back of the government in the cotton sector: a permanent presence or an extended transition period?
- Transition from a private monopoly to a public one. The ups and down of the government come-back in the cotton sector.
-The government realizes that the privatization process of the cotton sector is mismanaged.
- the merging of the whole cotton sector in a private monopoly excluding any competition (supply of inputs, distribution of inputs, production of cottonseed, cotton ginning and cotton lint marketing);
-The need for a transitional takeover of the management of the cotton sector by the government from the 2012/2013 crop year onwards.
- new organization of the 2012/2013 cotton season: creation of a standing committee to think on the conditions of a good 2012/2013 crop year.
- establishment in July 2012 of a transitional institutional framework aimed at managing the cotton sector ( interdepartmental policy committee and national follow-up and control committee of the cotton sector)
- the handover of the quality control section and the cotton grading section of the AIC to the SONAPRA and the agreement of the SONAPRA to provide cotton ginning service during the 2012-2013 crop year.
- Organization in December 2012 of a brainstorming workshop on the method of governance of the cotton sector (performances and malfunctions of the cotton sector, the government’s vision of the new architecture of the sector)
- the setting up of a specialist committee in charge of acquiring cotton inputs for the 2013/2014 crop year.
- the council of ministers of 17 April 2013 decided to set the transfer price of cotton inputs and to purchase seedcotton. It was marked by the reduction of inputs transfer price and by an increase in the purchase price of seed cotton.
Conclusion
Cotton is certainly a powerful tool for development and economic growth, for the fight against poverty and for the well being of populations.
There is no need to remind the status of cotton in the CFA area countries and its importance in the macroeconomic balance of some countries. (Burkina faso, Benin, Mali…). Have the reforms produced the desired effects.
The objective of the reforms is to turn the cotton sectors into a high-performance sectors. Although the downward trends of the activities in the cotton sector in some countries can be attributable to external factors such as price and the poor state of the economy, internal restructuring measures impacts cotton production in CFA areas. A correlation can be made between reform measures in the CFA area and the efficiency of cotton sectors.
To achieve this objective, an environment of peace must be fostered in the management of the cotton sectors by:
- creating supervision and regulation bodies,
- implementing programs, production and research laws,
- regionalizing these laws at the level of sub regional and continental communities.
Regional and continental initiatives (WAEMU and PARCM) are part of this process. They aim at developing unifying projects in order to boost the productivity and the competitiveness of African cotton. Will the reforms undertaken on the regional level (WAEMU cotton strategy) and the continental level (PARM) and their impacts solve this major problem? Only time will tell. The reform also includes the training the main actors on good practices to fight contamination.

Source text - English Educators have been looking for how technology can help improve education in Africa. Studies of technology accessibility has revealed that the mobile phone is the most used technology in Africa. Therefore, a lot of effort is being put in research to find out how mobile phones can be used to effectively address educational issues in Africa. It is in this same perspective that we have imagined and designed Smartpage to contribute to the improvement of the quality of education.
Smartpage is a mobile application whose aim is to support main stream education in Africa, more precisely in Ivory Coast.
Education in Ivory Coast is essentially based on traditional educational style. The teacher is the center of everything. He transmit the information, decides which information he wants to transmit and when to transmit it. He assesses the students, decides when to assess. As a logical consequence, the student is the passive receiver.
The problem is that a teacher, in Ivory Coast has an average of 60 students in his classroom. And a High school teacher has an average of 6 classes. This totals about 360 students. Which make it extremely challenging to give and grade homework, assess student learning and give personalized feedback. While on the other hand, the student as a passive receiver, only relies on the occasional practice and group feedback.
Translation - French Les spécialistes de l’éducation ont de tout temps mené des recherches sur la façon dont la technologie pouvait contribuer à améliorer l’éducation en Afrique. Les études sur l’accès aux technologies ont démontré que le téléphone mobile est la technologie la plus utilisée en Afrique. Par conséquent de nombreux efforts sont déployés dans le domaine de la recherche pour découvrir comment le téléphone mobile pourrait être utilisé pour résoudre efficacement les problèmes d’éducation en Afrique. C’est dans cette même perspective que nous avons pensé et conçu Smartpage pour contribuer à l’amélioration de la qualité de l’éducation.
Smartpage est une application mobile destinée à soutenir le système d’éducation ordinaire en Afrique et plus précisément en Côte d’Ivoire.
L’éducation en Côte d’Ivoire est essentiellement basée sur les modes d’éducation traditionnelle. L’enseignant est au cœur du système. Il transmet l’information, décide de l’information qu’il souhaite transmettre et du moment où il transmettra cette information. Il évalue les apprenants et décide quand les évaluer. La conséquence logique de cette situation est que l’apprenant devient un récepteur passif.
Le problème est que chaque enseignant en cote d’Ivoire a en moyenne 60 élèves dans sa classe et un professeur de lycée tient en moyenne 6 classes. On obtient donc à peu près 360 étudiants. Dans ces conditions, il est extrêmement difficile de noter les exercices de maison, d’évaluer les apprentissages et d’assurer un suivi personnel à chaque apprenant. Dans le même temps, les apprenants, qui sont des récepteurs passifs ne comptent que sur les travaux pratiques occasionnels et les comptes rendus de groupe.
