Registration
(name of the awarding body) requires that all individuals to be registered before enrolment or assessment for any qualification may take place. Upon registration, details of each individual will be entered onto the SliaQual database. There is a once in a lifetime registration fee payable on registration.
(name of the awarding body) will endeavour to process registrations within X working days of the receipt of the registration fee. The Approved Centre through which the individual has registered is sent conformation of the candidates’ registration along with notification of their unique (name of the awarding body) registration number.
Enrolment
When the qualification or units for which an individual is to be assessed have been determined, the individual is enrolled for the appropriate qualification or units. Enrolment may be for a full qualification or for units of the qualification. Candidates must have been enrolled for the qualification or units for at least ten weeks before a claim for certification can be made.
Enrolments are also processed in X working days of the receipt of the appropriate enrolment fee. The enrolment fee covers the cost related to the administration of assessment, verification and certification. The Approved Centre through which the individual has enrolled is sent confirmation of the individual’s enrolment. It is usual for individuals to register and enrol at the same time; however, it may be done separately.
Registration and enrolment forms are available through the Approved Centre and will be processed by the Approved Centre.

Certification
On completion of the assessment for a full award or units of the award, the assessor or assessors who are responsible for the individual will have their judgments endorsed by the appropriate internal verifier. If the individual has satisfied the requirements for the award by being judged competent, the internal verifier or centre co-ordinator will apply to (name of the awarding body) through the SCP for the appropriate award to be made. As previously mentioned, an individual must be enrolled for at least ten weeks before the award can be given.
The award will be authorised by (name of the awarding body) after making the necessary verification and administration checks as well confirmation that all the necessary fees have been paid.
Certificates for either a full qualification or units will be sent to the Approved Centre through which the individual enrolled or another designated address. This will be X days after the award authorisation has been received. If a query arises the Approved Centre will be notified.

Source text - English Legal obligations to provide risk education
Article 6(3) of the Mine Ban Treaty calls on each State Party “in a position to do so” to provide assistance for mine awareness programs. There is no specific requirement on affected states to provide RE to those at risk. The Convention on Cluster Munitions provides stronger support for programs in areas affected by unexploded submunitions; it specifically obliges affected States Parties to conduct “risk reduction education to ensure awareness among civilians living in or around cluster munition contaminated areas of the risks posed by such remnants,” taking into consideration the provisions of Article 6 on international cooperation and assistance. In conducting RE, States Parties are also required to take into account international standards, including the International Mine Action Standards (IMAS).
Measuring the impact of risk education
Evaluations of RE programs were conducted in at least six states in 2008, and several needs assessments also provided information on the effectiveness of RE programs. All evaluations recommended a greater focus on behavior change interventions and less emphasis on conventional information dissemination, with a better understanding of the target audience as none of the programs in question were assessed as doing this effectively or sufficiently. Other recommendations included better planning, implementation of standards, making RE sustainable, and using lessons learned from elsewhere.
According to a joint article by UNICEF and the Geneva International Centre for Humanitarian Demining (GICHD), “as with all mine-action activities, [for RE] distinguishing between outputs and outcomes has proven elusive.” In other words it is easier to measure the number of people attending RE sessions, or the number of posters distributed, than it is to measure behavior change or whether RE is the determining factor in a reduction of casualties. Several evaluations reported that although it is difficult to measure the impact in a short period of time, the projects had resulted in behavior change. However, a review by Landmine Monitor of RE programs over the last 10 years provides next to no examples of where baseline data on knowledge, attitudes, and practice has been collected and then used as an indicator of change.
In many states, statements were issued in 2008 to the effect that RE has contributed to the reduction of incidents. Yet a correlation between casualty figures and RE activities, while an important indicator, is not sufficient alone to show the effectiveness of an RE program, as other factors may result in a reduction in casualties such as clearance, community awareness through the occurrence of incidents, or population movements. The Centre for Community Empowerment’s (CECEM) RE evaluation in Vietnam in 2008 admitted that “it is difficult to determine causality of association between UNICEF’s MRE program and its project aim of reducing the incidence and severity of injuries caused by UXO/landmines,” but believed that “UNICEF can claim due credit for contributing towards a decline in mortality and morbidity rates linked to UXO/mines in recent years.” In BiH, however, neither of two major evaluations in 2007 identified a causal relationship between RE implementation and casualty rates.
While beneficiary numbers are useful to show the extent of RE activity, alone they do not provide an indicator of its effectiveness. They say nothing about the quality of RE and whether it is targeted to at-risk groups, and are usually not compared with the number of people at risk. Moreover, it is very difficult to gather accurate beneficiary numbers, particularly when, as is usually the case, RE is conducted through community volunteers or integrated in other institutions, such as schools or the health sector. A much better indicator of the effectiveness of RE is the extent of reporting of contamination by the public. In several states this was noted as a positive indicator for the RE programs.
Risk education coordination, management, and capacity-building
In the overwhelming majority of concerned states and areas, RE in 2008 was managed and coordinated by national authorities. In a small handful, UNICEF was the de facto coordinator, or played a significant role in coordination and management. In Somalia, UNDP and the Swedish Rescue Services Agency managed RE.
In some states technical advisors were placed with the national authorities by the UN or an NGO. The ICRC provided support to the many national Red Cross and Red Crescent societies conducting RE. In at least nine other states, UNICEF, the ICRC and international NGOs provided some capacity-building support through coordination meetings and funding.
Other methods of capacity-building included study visits (for instance, UNICEF supported Iraqi managers to visit Cambodia, and Eritrean managers to visit Kenya). International organizations provided short courses or training workshops to mine action centers and NGO personnel. In a number of states, international NGOs partnered with national NGOs to build capacity, as in Angola, the DRC, and Vietnam.
The provision of international expertise, however, does not guarantee that best practices based on lessons learned over 10 years of RE are being put in place. Thus, an International Mine Risk Education Advisory Group was set up in 2008 to help disseminate best practices, and it had met twice by August 2009. New resources developed for use at an international level include the “Mine and ERW Risk Education: a project management guide” by GICHD in November 2008 and an “Emergency Mine Risk Education Resource Kit” developed by UNICEF in 2008.
The IMAS for RE were under revision as of September 2009. In 2008, the IMAS or national standards were reported as being used in at least 12 states.
Risk Education from 1999 to 2008
In 1999, RE programs were identified in just 14 states: Afghanistan, Angola, BiH, Cambodia, Colombia, Croatia, Iraq, Lao PDR, Lebanon, Mozambique, Nicaragua, Rwanda, Sudan, and Yemen. Other limited mine awareness activities, mainly material distribution and the delivery of messages through the mass media, were identified in a further 21 states and areas. Over the last ten years, the number of states where RE has been conducted has increased significantly, to 57 in 2008, as has the level of activity within these states.
The understanding of the most effective way of delivering RE has changed since 1999. Back then, the prevailing assumption was that incidents took place because people were unaware of the risk from mines and ERW. In 1999, Landmine Monitor stated that, “The local population must learn how to live their daily lives in mine and UXO infested areas until the threat is removed.” In Cambodia, a significant number of people had received RE by 1999, but Landmine Monitor reported that, “it is evident given the number of accidents that result from tampering with mines that many people lack or have incorrect knowledge about the dangers of mines/UXO, especially children.” The use of mass media and posters were highlighted as an important component of RE.
By 2000, Landmine Monitor stated that RE, “is a community-level education program that seeks to provide (or generate) viable alternatives to high-risk behavior to populations living or working in, or traveling through, mine-affected areas. It works best on the basis of two-way information exchange, learning from communities how they survive the daily threat of landmines and unexploded ordnance (UXO), and working cooperatively to identify how the risk of death and injury can be minimized. Mine awareness is frequently confused with public information about the effects of mines and UXO. Such information campaigns are extremely valuable but do not in a strict sense constitute mine/UXO awareness programs.” Landmine Monitor emphasized the importance of needs assessments and the gathering of baseline data to understand the target audience, and questioned the effectiveness of the use of mass media and posters. This understanding of RE is the one that has prevailed over the last 10 years, and is the one reflected in the IMAS for Mine Risk Education (MRE) which were first released in December 2003. The number of programs that have adopted this approach has grown, though, as Landmine Monitor 2009 research has shown, many have failed to do so sufficiently.
The Future of Risk Education
In order for RE to effectively contribute to casualty reduction through behavior change, and to support clearance activities and victim assistance, a number of areas need to be strengthened. First and foremost, all RE programs that seek to be effective should be based on a thorough understanding of the needs of the target audience, and greater effort should be invested in needs assessments, not just to know activity at the time of incident, but to understand the reasons for risk-taking (economic, social, cultural), and how behavior change or risk reduction strategies can address this.
Greater efforts will need to be exerted to ensure best practices are put in place and to share lessons learned from RE programs across the world. International advisors should have the appropriate skills, experience, and expertise, and more effort should be made to transfer knowledge and experience across mine/ERW-affected states. New projects are frequently established that fail to take on the lessons learned in other programs. Good resources have been produced, and their use should be promoted.
For RE to become more effective in changing behavior, reducing risk, and reducing the number of casualties, programs need to be more systematically evaluated, using appropriate evaluation methodologies and indicators and, where recommendations are made, they should be implemented. Thus, evaluations in 2008 in Cambodia, Eritrea, and Vietnam recommended the implementation of behavior-change strategies. Other states and areas, which have not had adequate evaluations, would likely benefit from similar approaches.
While it is true that evaluating behavior change is very difficult, it must be acknowledged that the majority of programs have not made efforts to do this. Programs in at least 28 states and areas have not been evaluated for at least three years, including some dealing with significant mine and UXO problems such as Angola, Iraq, Sudan, and Yemen.
In the next few years, the need for RE will probably decrease in most cases as a result of clearance, and stand-alone RE programs will no longer be required in many. Programs should increasingly look at integration into national structures to ensure sustainable and more cost-effective ways of implementing RE. This includes linkages with other messages, for example on SALW.
Finally, effective rapid-response emergency capacities need to remain in place. While conducting RE during conflict is challenging, a number of programs have been able to carry out emergency RE interventions with some success, such as in Afghanistan (2001–2003), Sudan (2005), Nepal (2006–2007), and Gaza (2008–2009).

تدعو المادة 6 (3) من اتفاقية حظر الألغام كل دولة من الدول الأطراف "في وضع يسمح لها بذلك" بأن تقدم الدعم لبرامج التوعية بمخاطر الألغام. ليس هناك شرط على الدول المتضررة الاٍلتزام به لتوفير برامج التوعية بمخاطر الألغام للأشخاض المعرضين للخطر. تقدم اتفاقية الذخائر العنقودية دعما أكبر للبرامج في المناطق المتضررة من الذخائر الفرعية غير المتفجرة, فهي تلزم الدول الأطراف المتضررة تحديدا بتنظيم "برامج التوعية الهادفة اٍلى الحد من المخاطروجعل المدنيين القاطنين في أو بالقرب من المناطق الملوثة بالذخائر العنقودية يدركون مخاطر هذه المخلفات, ذلك مع الأخذ بعين الاعتبار أحكام المادة 6 بشأن التعاون والمساعدة الدوليين. الدول الأعضاء مطالبة كذلك بالأخذ بعين الاعتبار المعايير الدولية, بما في ذلك المعايير الدولية لمكافحة الألغام, عند تنفيذها لبرامج التوعية بمخاطر الألغام.
قياس تأثير برامج التوعية بمخاطر الألغام

وحسب مقال مشترك لليونسيف ومركز جنيف الدولي لاٍزالة الألغام لأغراض اٍنسانية "فان التمييز بين الأرقام والنتائج (في مجال برامج التوعية بمخاطر الألغام), كما هو الحال في كل النشاطات المتعلقة بعمليات مكافحة الألغام, يبقى غامضا. بمعنى آخر فانه من السهل تحديد عدد الأشخاص الذين يحضرون دروس التوعية بمخاطر الألغام أوعدد الملصقات التي يتم توزيعها, لكنه ليس من السهل قياس التغير في السلوك أو معرفة ما اٍذا كانت دروس التوعية بمخاطر الألغام هي العامل الحاسم في تقليص عدد الاٍصابات والوفيات. وبحسب عدد من التقاريرالتقييمية فانه بالرغم من صعوبة قياس تأثير المشاريع في فترة وجيزة, فانها قد أدت الى تغيير السلوك. لكن مراجعة قام بها مرصد الألغام الأرضية لبرامج التوعية بمخاطر الألغام في السنوات العشر الأخيرة تكاد لم تعط أي أمثلة عن الأماكن التي جمعت منها المعطيات القياسية حول المعرفة والمواقف والممارسات وعن كيفة استعمال هذه المعطيات كمؤشر لتحديد التغير في السلوك.
في سنة 2008 صدرت تصريحات في كثير من الدول تفيد بأن برامج التوعية بمخاطر الألغام أدت الى الحد من الحوادث. اٍلا أن العلاقة بين عدد الاٍصابات والوفيات والأنشطة المتعلقة بالتوعية بمخاطر الألغام, وبالرغم من كونها مؤشرا مهما, فاٍنها غير كافية لوحدها لتبرز فعالية برامج التوعية بمخاطر الألغام, ذلك لأن عوامل أخرى قد تؤدي الى تقليص عدد الاٍصابات والوفيات, كاٍزالة الألغام وزيادة مستوى وعي المجتمعات المحلية عبر وقوع حوادث أوتنقل السكان من مكان اٍلى آخر. لقد أفاد التقييم الذي قام به مركز تمكين المجتمع المحلي لبرنامج التوعية بمخاطر الألغام في فييتنام سنة 2008 بأنه من الصعب تحديد علاقة سببية بين برامج التوعية بمخاطر الألغام التابعة لليونسيف وأهداف برامجها الرامية الى الحد من حدوث وخطورة الإصابات الناتجة عن الذخيرة غير المتفجرة أو الألغام الأرضية. اٍلا أن نفس التقييم أفاد أيضا بأن الفضل يعود الى اليونسيف في مساهمتها, في السنوات الأخيرة, في انخفاض معدلات الوفيات وانتشار المرض الناجمة عن الذخيرة غير المتفجرة أو الألغام. وبالمقابل فانه لم تكشف أي من الدراسات التقييمية الرئيسية في البوسنة والهرسك سنة 2007 عن علاقة سببية بين تنظيم برامج للتوعية بمخاطر الألغام ومعدلات الاٍصابات والوفيات.
في الوقت الذي تكون فيه أرقام المستفيدين من البرامج مفيدة لتبرز حجم النشاط المتعلق بالتوعية بمخاطر الألغام, فاٍنها لوحدها غير كافية لتكون مؤشرا على فعاليته, اٍذ أنها لا تخبرنا عن جودة برامج التوعية بمخاطر الألغام ولا عما اٍذا كانت تستهدف المجموعات المعرضة للخطر, كذلك فاٍنه غالبا مالايتم مقارنتها بعدد الأشخاص المعرضين للخطر. بالاٍضافة اٍلى ذلك فاٍنه من الصعب جمع أرقام دقيقة عن المستفيدين, خصوصا عندما يتم, كما هو الحال في غالب الأحيان, تنظيم برامج التوعية بمخاطر الألغام من طرف متطوعين مجتمعيين أو عندما يتم دمجها في مؤسسات أخرى كالمدارس أو القطاع الصحي. اٍن أفضل مؤشر على فعالية برامج التوعية بمخاطر الألغام هو المدى الذي يتم به الاٍبلاغ عن التلوث بالألغام من طرف عامة الشعب. لقد تم تسجيل هذا في عدد من الدول كمؤشر اٍيجابي لبرامج التوعية بمخاطر الألغام.
تنسيق واٍدارة برامج التوعية بمخاطر الألغام وبناء القدرات
في سنة 2008 تم التنسيق والاٍدارة من طرف السلطات الوطنية لبرامج التوعية بمخاطر الألغام في عدد كبير من الدول والمناطق المتضررة, في حين قامت اليونسيف بالتنسيق الفعلي أو لعب دور هام في التنسيق والاٍدارة في عدد قليل من الدول, أما في الصومال فقد قام كل من برنامج الأمم المتحدة للتنمية والوكالة السويدية لخدمات الاٍنقاذ باٍدارة برامج التوعية بمخاطر الألغام.
في بعض الدول قامت الأمم المتحدة أو منظمة غير حكومية بتعيين خبراء تقنيين في وسط السلطات الوطنية. وقدمت اللجنة الدولية للصليب الأحمر الدعم اٍلى كثير من جمعيات الصليب الأحمر والهلال الأحمر التي تنظم برامج التوعية بمخاطر الألغام. وفي تسع دول أخرى على الأقل قدمت اليونسيف واللجنة الدولية للصليب الأحمر والمنظمات الدولية غير الحكومية بعض الدعم في مجال بناء القدرات وذلك عن طريق اجتماعات التنسيق والتمويل.
من بين الوسائل الأخرى لبناء القدرات هناك الزيارات الدراسية, فلقد قامت اليونسيف مثلا بدعم المدراء العراقيين لزيارة كمبوديا والمدراء الايرتريين لزيارة كينيا. لقد وفرت المنظمات الدولية دروسا أو أوراش عمل تدريبية للعاملين بمراكز مكافحة الألغام والمنظمات غير الحكومية. في عدد من الدول كأنغولا وجمهورية الكونغو الديموقراطية والفيتنام قامت منظمات دولية غير حكومية بالاٍشتراك مع منظمات وطنية غير حكومية من أجل بناء القدرات.
اٍلا أن توفير الخبرة الدولية ليس ضمانة على تطبيق الممارسات الجيدة المبنية على الدروس المستخلصة من برامج التوعية بمخاطر الألغام طوال العشر سنين الماضية. لذلك تم تأسيس المجموعة الدولية للاٍستشارة في مجال التوعية بمخاطر الألغام سنة 2008 للمساعدة في نشر الممارسات الجيدة, ولقد قامت هذه المجموعة بالاٍجتماع مرتين بحلول أغسطسآب. من بين الموارد التي طورت لتستخدم دوليا هناك "التوعية بمخاطر الألغام ومخلفات الحرب المتفجرة, دليل اٍدارة المشاريع" أنجزه مركز جنيف الدولي لاٍزالة الألغام لأغراض اٍنسانية سنة 2008, وعدة الطوارئ الخاصة بالتوعية بمخاطر الألغام التي طورتها اليونسيف سنة 2008.
لقد كانت المعايير الدولية لمكافحة الألغام الخاصة بالتوعية بمخاطر الألغام قيد المراجعة في سبتمبرأيلول2009. في سنة 2008 أعلن عن تطبيق المعايير الدولية لمكافحة الألغام أو المعايير الوطنية في اٍثنتي عشرة دولة على الأقل.
التوعية بمخاطر الألغام في الفترة ما بين 1999 و 2008
في سنة 1999 كانت هناك برامج للتوعية بمخاطر الألغام في أربعة عشر بلد فقط: أفغانستان وأنغولا و البوسنة والهرسك وكمبوديا وكولومبيا وكرواتيا والعراق وجمهورية لاو الديموقراطية الشعبية ولبنان والموزمبيق ونيكاراغوا ورواندا والسودان واليمن. كانت هناك أنشطة أخرى محدودة متعلقة بالتوعية بمخاطر الألغام, كنشر وتبليغ رسائل عبر الاٍعلام الجماهيري, في 21 دولة ومنطقة اٍضافية. لقد ارتفع عدد الدول التي نظمت فيها برامج للتوعية بمخاطر الألغام بشكل كبير في السنوات العشر الأخيرة, اٍذ وصل اٍلى 57 دولة في 2008, كما ارتفع كذلك مستوى الأنشطة المتعلقة بالتوعية بمخاطر الألغام في هذه الدول.
لقد تغير مفهوم الطريقة الأكثر فاعلية لإعطاء دروس التوعية بمخاطر الألغام منذ سنة 1999. قبل تلك الفترة كان الاٍعتقاد السائد هو أن الحوادث كانت تقع لأن الناس لم يكونوا واعين بمخاطر الألغام ومخلفات الحرب المتفجرة. في سنة 1999 صرح مرصد الألغام الأرضية: "اٍن على السكان المحليين أن يتعلموا كيف يعيشون حياتهم اليومية في المناطق الملوثة بالألغام والذخيرة غير المتفجرة اٍلى أن يزول الخطر". في كمبوديا تلقى عدد كبير من الناس دروس التوعية بمخاطر الألغام مع حلول سنة 1999, غير أن مرصد الألغام الأرضية قال: "اٍن عدد الحوادث الناتجة عن العبث بالألغام يبرهن على أن أناس كثيرين, وخصوصا الأطفال, يفتقرون اٍلى أو لديهم معرفة غير صحيحة بمخاطر الألغام أو الذخيرة غير المتفجرة". كما تمت الإشارة إلى أن الإعلام الجماهيري والملصقات تشكل أداة مهمة في التوعية بمخاطر الألغام.
ولقد صرح مرصد الألغام الأرضية سنة 2008 بأن التوعية بمخاطر الألغام هي برنامج تثقيف على صعيد المجتمع المحلي الهدف منه توفير (أو خلق) بدائل عن السلوك الخطر قابلة للتطبيق من طرف السكان الذين يسكنون أويعملون أو يسافرون في أو عبر المناطق المتضررة من الألغام. التوعية بمخاطر الألغام لا تؤتي أكلها اٍلا اٍذا تم تبادل المعلومات والتعلم من المجتمعات كيفية نجاة أفرادها من الأخطار اليومية للألغام والذخيرة غير المتفجرة وكذلك التعاون لأجل التوصل اْلى كيفية التقليل من احتمالات الموت والاٍصابات. غالبا ما يتم الخلط بين التوعية بمخاطرالألغام والاٍرشاد العام حول آثار الألغام والذخيرة غير المتفجرة. هذه الحملات الاٍعلامية قيمة جدا لكنها لا تشكل, في حد ذاتها, برامج التوعية بمخاطر الألغام أو بالذخيرة غير المتفجرة. أكد مرصد الألغام الأرضية على أهمية تقييم الاٍحتياجات وجمع المعطيات الأساسية لفهم الجمهور المستهدف وطرح تساؤلات حول فعالية الاٍعلام الجماهيري والملصقات. هذا الفهم للتوعية بمخاطر الألغام هو الذي ساد خلال العشر سنوات الماضية وهو الذي انعكس في المعايير الدولية لمكافحة الألغام للتوعية بمخاطر الألغام والتي تم اٍصدارها لأول مرة في ديسمبركانون الأول 2003. أثبتت دراسة قام بها مرصد الألغام الأرضية سنة 2009 بـأن عدد البرامج التي تبنت هذه المقاربة قد ارتفع, اٍلا أن هذا الاٍرتفاع لم يتم بشكل كاف.
مستقبل التوعية بمخاطر الألغام
يجب تقوية بعض جوانب برامج التوعية بمخاطر الألغام حتى تستطيع أن تساهم بطريقة فعالة في التقليل من عدد الاٍصابات والوفيات عن طريق تغيير السلوك وحتى تقدم الدعم للأعمال المتعلقة باٍزالة الألغلام ومساعدة الضحايا. قبل كل شيئ لابد لكل البرامج التي تتوخى الفعالية أن تكون مبنية على فهم عميق لاحتياجات الجمهور المستهدف, كما يجب استثمار مجهود أكبر في عملية تقييم الاٍحتياجات, ليس فقط من أجل معرفة الأنشطة التي يزاولها الأشخاص وقت وقوع الحادث, لكن كذلك من أجل فهم الدوافع وراء المخاطرة (كالدوافع الاٍقتصادية والاٍجتماعية والثقافية) وكذا كيفية معالجة هذه المشاكل عن طريق تغيير السلوك أو استراتيجيات الحد من المخاطر.
يجب بذل مجهودات أكبر لأجل ضمان تطبيق الممارسات الجيدة وتقاسم الدروس المستخلصة من برامج التوعية بمخاطر الألغام عبر العالم. يجب على المستشارين الدوليين أن يمتلكوا المهارات والتجربة والخبرة اللازمة والمناسبة, كما يجب بذل مجهود اٍضافي من أجل نقل المعرفة والتجربة اٍلى كل الدول المتضررة من الألغام ومخلفات الحرب المتفجرة. كثيرا ما يتم اٍقامة مشاريع جديدة لكنها لا تنجح في الاٍستفادة من الدروس التي تم تعلمها في برامج أخرى. لقد تم اٍنتاج موارد جيدة يجب الترويج لها.
من أجل أن تصير برامج التوعية بمخاطر الألغام أكثر فاعلية في تغيير السلوك والتقليل من المخاطر وتقليص عدد الاٍصابات والوفيات, يجب القيام بتقييم البرامج بطريقة منهجية, وذلك باستخدام منهجيات ومؤشرات تقييم ملائمة, كما يجب تطبيق التوصيات متى ما تم اتخاذها. فمثلا أوصت الدراسات التقييمية التي أجريت في كمبوديا وأريتريا والفيتنام سنه 2008 بتنفيذ استراتيجيات تغيير السلوك, يحتمل أن تستفيد الدول التي لم تتم فيها عمليات تقييم كافية من مقاربات مماثلة.
صحيح أن عملية تقييم تغير السلوك أمر صعب جدا, لكنه يجب الاٍعتراف في نفس الوقت بأن أغلبية البرامج لم تقم بذلك بشكل كافي. اٍنه لم يتم تقييم برامج التوعية بمخاطر الألغام في أكثر من 28 دولة ومنطقة على الأقل خلال ثلاث سنوات على الأقل, من بينها برامج تعالج مشاكل خطيرة تتعلق بالألغام والذخيرة غير المتفجرة, من بين هذه البلدان هناك أنغولا والعراق والسودان واليمن.
من المحتمل أن تقل الحاجة في حالات كثيرة اٍلى برامج التوعية بمخاطر الألغام في السنوات القليلة المقبلة, وذلك نتيجة اٍزالة الألغام, كما أنه سيتم الاٍستغناء عن البرامج القائمة بذاتها في حالات أخرى. يجب على البرامج أن تنظر بشكل متزايد اٍلى كيفية اٍدماج التوعية بمخاطر الألغام في البنيات الوطنية لأجل ضمان طرق مستدامة واقتصادية أكثر لتنفيذ برامج التوعية بمخاطر الألغام, من بينها مثلا ربطها بالرسائل ذات علاقة ببرنامج عمل الأمم المتحدة لمنع الاٍتجار غير المشروع بالأسلحة الصغيرة والأسلحة الخفيفة.
وأخيرا يجب الاٍبقاء على القدرات الفعالة ذات استجابة سريعة في حالة الطوارئ. في الوقت الذي تكون فيه اٍدارة برامج التوعية بمخاطر الألغام في حالات الصراع أمرا صعبا, فاٍن عددا من البرامج استطاعت القيام بأعمال ذات علاقة بالتوعية بمخاطر الألغام في حالات الطوارئ ونجحت نوعا ما في ذلك, مثلا في أفغانستان ( 2001-2003) والسودان (2005) ونيبال (2006-2007) وغزة (2008-2009).
