The contest looks like the ruins found in many ancient civilizations. Most visitors see what's been left under the weather for centuries, and keep wondering whether those buildings were ever finished and used, or merely left to rot before their inauguration.

Does anyone know if there will even be a translation contest this year?

There were four contests in 2014, and there have been none in 2015.
We will be halfway through the year at the end of June, and we still have not finalized last year's competition as of May.

Does anyone know what kinds of solutions Proz is taking in order to resolve the problem? Will they suspend unfinalized competitions?

... each contestant is not allowed to vote for his/her own submission as the 1st, 2nd, or 3rd best. If s/he votes for others, and others fail to vote for his/her, that contestant will be at disadvantage. So most choose not to vote at all, since their votes can only favor other contestants.

This is why an empaneled jury, precluded from submitting entries, would be the only way to make it work. Of course, this would reduce the number of entries/contestants, but would render the contest workable. This would also limit the number of language pairs.

Before that, there are the likes/dislikes. I've seen enough finger-pointing with the trite "only a non-native speaker would write so badly!", as well as some threatening others lawsuits grounded on libel, slander, and whatchamacallits, summoning the Proz staff to apply disciplinary penalties, and plenty of other demonstrations of lacking sportsmanship.

I've seen people willing to kill for a handful of Kudoz. Perhaps offering them a few to grade these submissions might push this contest an inch forward.

As it is now, it's a stalemate among a couple thousand contestants.
