Is voting for this contest only for platinum members?

I was notified by email that I may vote in the language pair English>Tagalog. But the voting page says I do not meet the requirements for voting in this pair.

I am a native speaker of Tagalog and I work in that language pair so I don't understand why I'm not allowed to vote.
