I am not a native speaker of Japanese so I don't offer E-J services, but it seems to me that you might want to clarify whether you are talking about the fee for an hour of work or the number of characters that can be proofread in an hour of work. That is, are you interested in costs or in getting a feel for how long the process would take? (The title of your post refers to "speed" so I assume the latter.)
Also, perhaps define what you mean by "proofreading", as different people may have different interpretations of these terms. Do you want somebody to check the Japanese or somebody to perform a full comparison of the Japanese against the source English and suggest corrections?
Either way, if this involves editing of machine translation (MTPE) - and of course it may not - I suggest you are upfront about it right from the start.
Finally, I'm not sure that an "average translation" exists. I naturally have a good idea of what I myself charge for my time when doing this sort of work, but that's for my area of specialisation (finance). Somebody with expertise in fashion may charge more, or less. If nobody responds here, it's worth searching through the ProZ directory for E-J specialists in fashion and asking half a dozen promising candidates. They won't bite.
