2008년 금융위기 이후 금융산업은 수익성 악화와 새로운 금융규제 대응이라는 난관에 부딪힌 반면 IT산업은 클라우드․빅데이터․모바일 등 나날이 새로운 기술의 등장으로 시장 확대를 모색하기 시작했다. 이러한 상황에서 전통적으로 IT와 밀접한 금융산업은 IT를 이용해 혁신을 모색하게 되고, IT 기업은 금융산업을 새로운 블루오션으로 주목하면서 핀테크에 대한 관심이 고조되었다.

3. 핀테크 기업에 대한 투자현황
2008년 9억 3천만 달러에 불과했던 글로벌 핀테크 투자액이 2013년에는 29억 7천만 달러로 3배 이상 확대되었으며, 2018년까지 약 60억 달러가 투자될 것으로 전망되고 있다. 2013년 글로벌 핀테크 투자의 32%가 미국 실리콘밸리에서 발생한 반면 유럽 전체는 13%에 불과해 투자 규모에서는 미국이 압도적 우위에 있다.
그러나 최근 글로벌 금융허브인 영국이 핀테크 중심지로 급부상하면서 영국과 아일랜드에 지난 5년간(2008~2013) 7억 8,100만 달러의 투자금이 몰려 600% 이상의 성장률을 기록했다. 영국과 아일랜드의 경우 초기 벤처기업에 대한 투자인 시리즈 A 투자액(5억~10억원 정도)이 47%로서 27%인 실리콘밸리보다 투자가 많이 이루어지고 있다. 즉 핀테크 스타트업에 대한 투자가 영국과 아일랜드에 집중되고 있는 현상을 보이고 있다.
Translation - English 1. Emergence of Fintech
Following the financial crisis of 2008, the financial sector struggled with deteriorating profitability and new financial regulations. At the same time, IT firms began searching for channels through which to expand into new markets based on cloud computing, big data, mobile and other emerging technologies making an impact on business. Under these circumstances, the financial sector—traditionally an intensive user of information technology—looked for new IT-based innovations, while the IT sector also turned its gaze toward finance as a new “blue ocean” market. This lead to rising interest in “fintech”.
Over time, the fintech sector will develop in two directions, the first being the provision by IT firms of new financial services that leverage existing technology and customer bases. The second trajectory results in the strengthening of market power by financial firms applying new technologies to business innovation. In Korea, interest in the fintech sector developed relatively late. However, the Financial Services Commission breathed new life into efforts to develop a domestic fintech sector through its announcement in January 2015 of the “Support Plan for the Convergence of IT and Finance” that sets out to create innovative and globally competitive fintech services and achieve new growth in the sector.
2. Fintech Concept and Fintech Firms
“Fintech” is a term coined from the words “finance” and “technology”; it refers broadly to new financial services and technologies resulting from the convergence of finance and IT that have not traditionally been available from financial providers. Thus, fintech firms input technologies throughout the entire field of financial services, including banking, investment, financial-data analysis and payment settlement. This perspective encompasses a very wide range of players within the fintech sector, from large multinationals such as IBM, HP, Dell and Microsoft, to new venture startups. However, we need to see fintech firms as more than just simple providers of finance-related technologies; they also include startup firms combining innovative ideas with cutting-edge technology to pursue new business models in finance that differ from conventional approaches.
3. Current Investment in Fintech Firms
The US$2.97 billion of global investment in the fintech sector in 2013 represented a three-fold increase over the 2008 level of just US$930 million. Further, this number is predicted to grow to around US$6 billion by 2018. Thirty-two percent of global fintech investment in 2013 took place in Silicon Valley, whereas only 13% of the total was invested in all of Europe. Thus, the US has been taking the lion’s share of investment in the sector.
However, recently, the UK, a global finance hub, has also been rising rapidly as a center of fintech activity, driven by US$781 million of investment in the UK and Ireland over the past five years (2008–2013). This represents a growth rate of over 600%. In fact, the UK and Ireland received 47% of global Series A investment (seed money of US$500,000 to US$1 million in early-stage startup companies), which is even more than the 27% for Silicon Valley. This demonstrates the aggressive level of fintech investment in British and Irish start-ups.

Source text - Korean 금융감독원이 내년 증권유관기관 임직원의 자기매매를 직접 점검할 계획이다. 그간 국회에서 관련 문제가 꾸준히 제기된 데다, 이번에 마련된 증권사 임직원 자기매매 방안은 유관기관에 적용되지 않아 형평성 논란이 불거진 데 따른 것이다.
다만 증권유관기관인 코스콤, 거래소, 한국증권금융, 예탁결제원의 경우 최근 확정된 증권사 내부 규정보다 높은 수준인 것으로 알려져 규제 보완에 초점이 맞춰질 전망이다.
6일 금융감독원에 따르면 내년 증권유관기관 임직원 자기매매 점검을 진행한 후 유관기관의 임직원의 자기매매도 규제를 강화하는 방안이 마련될 예정이다.
금감원 관계자는 "지난번 국정감사에서 유관기관의 임직원 매매에 대한 문제가 제기된 만큼 내년 점검에 나설 계획을 수립 중에 있다"며 "점검만으로도 상당한 효과가 있을 것으로 예상된다"고 밝혔다.
앞서 금감원은 증권사 임직원 자기매매 근절방안을 발표할 당시 증권유관기관 임직원에 대한 자기매매 거래현황도 살펴보겠다는 의중을 내비친 바 있다. 증권사 임직원 자기매매 근절방안은 매매횟수 1일 3회 이내, 매매회전율 월 500% 이내, 주식을 취득한 후 5영업일간 의무보유하는 내용으로 정해졌다.
Translation - English The Financial Supervisory Service plans to look directly next year at own-account trading by employees of public agencies involved in the securities industry. Issues in this area have been constantly brought up in the National Assembly. Furthermore, there is growing controversy over fairness related to the recent policy on own-account trading by employees of securities firms because the policy is not also being applied to public securities agencies.
However, internal regulations at KOSCOM, the Korea Exchange, Korea Securities Finance Corp. and the Korea Securities Depository, which are public organizations involved in the securities business, are already thought to be stricter than the recently established rules for securities firms, and so it is expected that future efforts will focus on shoring up the current regulations.
According to a statement by the Service on the 6th, the Financial Supervisory Service is planning to conduct a review of own-account trading by employees of public securities agencies next year before it formulates new policies to strengthen the related employee own-account provisions.
An individual with the Financial Supervisory Service explained, “Because of the problems related to trading by employees of these agencies which were brought up in the last national audit, we are drafting plans for a review next year. We expect that the review process itself will achieve significant results.”
When the Financial Supervisory Service announced plans earlier to eliminate own-account trading by financial investment industry employees, it expressed its intention to the Assembly to also look into own-account trading by employees of public securities organizations. The plan to eliminate own-account trading by employees of securities firms limits trading activity to three or fewer trades per day and turnover to less than 500% per month. It also imposes a requirement that shares be held for at least five business days after acquisition.

The transaction is structured around the seller (***), the buyer (***) and the vendor (***). Once the buyer opens a letter of credit on behalf of ***, *** issues a purchase/supply order to *** as shown in the attachment and then receives an invoice for **% of the contracted amount, and this is paid first. Issues which we are concerned about and which we think need to be prepared for in advance.
1. Because *** must also purchase goods from its vendors, the **% advance payments have had to be made first on *** contracts, and we paid $*** in advance accordingly. However, since we can only get around $*** of this back through L/C negotiation, there is a possibility that we will not be able to recover $***. (It looks like the buyer’s does not enjoy a strong cash position.) Is it possible to get insurance coverage in this case, too (i.e. even with this business structure)?
2. Also, as the $*** which I told you about on the phone is not covered, can we try increasing coverage with the insurance company first?
3. Will it negatively affect our request for an increase in insurance coverage if we discuss with the insurance company about the above company?
4. The undesirable outcome has not yet happened, but it looks highly likely that it will. It also appears that the same outcome could be repeated in the future, though not immediately. Please review and give me your advice in advance about the contract and work structure so that we can get the desired insurance in place to cover us in case things do work out this way.

그러나 겨울철에 외기온이 낮은 경우나 한랭지역에서는 냉각수 온도가 낮아서 쾌적한 실내 난방에는 한계가 있는 문제 점이 있다.
또한 최근에는 녹스(nox) 저감을 위해 EGR(Exhaust Gas Recirculation : 이하 EGR 이라함)을 사용하고 있는데 흡 기로 들어가는 배기가스는 온도가 높으므로 쿨러(cooler)를 사용하여 온도를 낮추어 녹스 저감과 동시에 출력저하를 막고 있다.
최근의 엔진은 체적 효율을 높이기 위해 과급 공기를 냉각하는 인터쿨러(intercooler)를 장착한 엔진(TCI 엔진)사용 하고 있는데, 저온시는 흡입 공기온도가 낮은 것에도 불구하고 인터쿨러를 지나므로 냉시동에 있어 문제점이 있다.
그래서 모든 엔진은 에어히터(air heater)를 장착하거나 글로우 플러그(glow plug)를 두고 있다.
발명이 이루고자 하는 기술적 과제
본 발명은 상기한 종래 기술의 문제점을 해결하기 위하여 안출된 것으로서, 히터코어, EGR쿨러 및 인터쿨러의 상호간 에 열전달을 이용하여 히터, EGR쿨러 및 인터쿨러의 성능을 향상시키는 히터, EGR쿨러 및 인터쿨러 열교환기의 성능 향상 장치를 제공하는데 그 목적이 있다.

Technical Field of the Invention and Prior Art

Coolant coming out of an engine cylinder head is ordinarily directed to the heater core, and heat is emitted as warm air by a blower to heat the interior, with coolant which has passed the heater core directed back to the engine coolant inlet.
However, in cold regions where the outside temperature is low in the winter, the low temperature of the coolant makes it difficult to achieve pleasant interior heating.
Also, EGR (Exhaust Gas Recirculation: hereinafter, referred to as “EGR”) is being used recently for NOX reduction, but because of the high temperature of exhaust gas entering as intake air, a cooler is used to reduce the temperature and this prevents a fall in output, while also preventing a NOX reduction.
The latest engines (TCI engines) are fitted with an intercooler that cools excess air to raise volumetric efficiency, but problems with cold ignition at low temperatures result because the already low-temperature intake air passes by the intercooler.
Therefore, all engines are fitted with an air heater or use a glow plug.
Technical Problem that the Invention Intends to Solve
The present invention has been devised to solve the above problems with the prior art, and its purpose is to provide a performance improving apparatus for a heater core, EGR cooler and intercooler heat exchanger that uses mutual heat transfer between the heater core, EGR cooler and intercooler to enhance performance of the heater, EGR cooler and intercooler thereof.

Claim 1
A method of manufacturing resin powder, wherein, in manufacturing resin powder from polymer latex using flocculation and aging, dehydration and drying processes, an integrated reactor for flocculation and aging is used to neutralize the polymer latex during aging after salt flocculation.
Claim 2
A method of manufacturing resin powder in Claim 1, wherein the flocculant for salt flocculation is one or more selected from the group made up of magnesium carbonate, calcium carbonate, aluminum carbonate, magnesium chloride, calcium chloride and aluminum chloride.

A method of manufacturing resin powder in Claim 1, wherein the flocculant for salt flocculation is injected at a rate of 0.5–5 wt%, based on a 100 wt% of polymer latex.

Article 1 (Purpose)
The purpose of these Rules is to regulate matters delegated by the Pharmaceutical Affairs Act and Ordinance of the Prime Minister of the same act, as well as matters necessary for their enforcement thereof.
Article 2 (Approval and/or Reporting of Manufacturing Business, Such as of Pharmaceuticals, Etc.)
① Persons intending to obtain approval for pharmaceuticals manufacturing business or to report quasi-drug manufacturing business pursuant to Paragraphs 1 and 4, Article 31 of the Pharmaceutical Affairs Act (hereinafter, referred to as the “Act”) must attach each of the following documents (including electronic documents) to Attached Form 1 - Application for Approval of Pharmaceutical Manufacturing Business (including applications in electronic document form) or Attached Form 2 - Report of Quasi-Drug Manufacturing Business (including reports in electronic document form) and submit these to the head of the local KFDA office (hereinafter, referred to as “Local Office Head”).

2) 간독성: XXX/YYY에 대해 약물유발성 간염(예, 급성간염, 세포용해간염)이 보고되었습니다. 임상개발 프로그램(N=3,063) 실시 중 XXX/YYY와 병용투여를 받은 환자의 0.5%에서 간염이 보고되었습니다. 만성 활성 B형 또는 C형 간염을 포함한 간기능 장애를 이미 가진 환자에서는 간기능 이상(중증 간장계 이상반응 포함)의 위험성을 증가시킵니다. 시판 후 사례에서 간손상(몇 건의 사망 포함)이 보고되었습니다. 일반적으로 이러한 간손상은 다제 병용 약제를 투여 받는 진행된 HIV-1환자가 B형 또는 C형 간염에 감염 및/또는 면역 재구성 증후군이 발병하는 등의 중복이환을 가지는 경우에 발생하였습니다. Adult patients: Patients not previously administered antiretroviral therapy drugs, or patients previously administered antiretroviral therapy drugs who have not developed a tolerance to XXX are to be administered 800 mg of this drug XXX and 100 mg of YYY once per day with meals. Genetic testing is recommended for patients previously administered antiretroviral therapy drugs. However, if genetic testing cannot be performed, it is recommended that patients not previously treated with protease inhibitors (PI) be administered 800 mg of XXX and 100 mg of YYY once per day, and that patients previously treated with protease inhibitors (PI) take 600 mg of XXX and 100 mg of YYY twice per day (1200 mg per day). Pediatric patients: Safety and efficacy of XXX/YYY have not been established for pediatric patients.
Liver disorders: It is not necessary to adjust dosages for patients with mild to moderate liver disorders. There is no data available on the use of XXX/YYY in patients with severe liver disorders. Therefore, XXX/YYY is not recommended for patients with severe liver disorders.
Kidney disorders: It is not necessary to adjust dosages for patients with moderate kidney disorders. There is no pharmacodynamic data available on HIV-1 infected patients with severe kidney disorders or end-stage kidney disease. Patients who have begun treatment with this drug must not change the dosage or stop taking it without consulting a specialist.
Instructions for Use – 1. Warnings
1) Do not co-administer with drugs that are not to be administered with XXX/YYY. (Refer to “2. Do not administer to the following patients” and “6. Drug interactions” in Instructions for Use.)
2) Liver toxicity: Drug-induced hepatitis from XXX/YYY (ex. acute hepatitis, cell lysis hepatitis) has been reported. Hepatitis was reported in 0.5% of patients co-administered XXX/YYY during the clinical development program (N=3,063). The risk of hepatic dysfunction (including severe hepatic dysfunction reactions) was elevated in patients already having liver function disorders, including chronically active Type-B or Type-C hepatitis. Liver damage (including some fatalities) was reported in post-market cases. This liver damage normally occurred in patients with advanced HIV-1 taking multiple drugs together and suffering from comorbidity, such as having Type-B or Type-C hepatitis infection and/or immune reconstitution syndrome. Causality with XXX/YYY has not been established.

Translation - English The eight-story, 139-room Surfrider Hotel was built on the Diamond Head side in 1952, and was acquired by the Sheraton Corporation in 1959.
The Kyo-Ya Company began restoration work on the hotel in 1987 with a construction budget of around $6 billion. This refurbishment resulted in the grand, new Waikiki Resort and led to even more visitors. Having had its beauty polished up even more during the renewal effort, the hotel was renamed the Sheraton Moana Surfrider in 1989. The main building, which gleams with white chalk, has been designated a national historic building and received many awards.
In order to recreate the traditional appearance as much as possible, the hotel was rebuilt during the restoration based on the original drawings. In the Banyan Wing, the former office of founder W. C. Peacock is now a roof-top garden used as a banquet hall and the flower-shaped Matson ceramics of the 1930s, the beautiful staircase and elegant front hall, as well as the white and gray-decorated exterior, all evoke memories of the hotel’s glory days.
Free visiting tours to historical locations are offered at the Moana Surfrider Hotel. Also, a variety of items are on display in the Historical Room, located on the 2nd floor up the central staircase in the historic Banyan Wing. In fact, it would be a good experience to just wander around inside looking at the fascinating exhibits on display in the 1st floor lobby which share stories about the hotel and the history of Waikiki.

『내는 전생을 믿는다。마음속에 묻어두고 말못하는 역사가 바로 전생인기라』。늙은 어머니가 단지를 끌어안고 통곡한다。아비가 누군지 밝히지 못했던 아들。6•25때 장티푸스로 죽은 자식의 유해가 거기 담겨 있다。『내 너를 쥑이고 세상에 눈떴으니 어쩔끄나』。객석이 그녀와 함께 숨죽여 흐느낀다。무대를 응시하던 중년 관객들이 어깨를 들썩인다。막이 내려도 쉽게 자리를 뜨는 이가 거의 없다。
지난 6일 서울 정동극장。이윤택 작•연출의 「어머니」가 공연되는 지하공연장은 입추의 여지없이 꽉찼다。 320여 좌석은 이미 전날 예매가 끝나 입석표를 받은 30여 관객은 계단에 앉아야 했다。 공연시작 8일간 정동극장을 찾은 관객은 3,000여명。그중에는 김중권 대통령비서실장, 이해찬 교육부장관 등 저명인사도 상당하다。
「어머니」는 중견연출가 이윤택씨가 자신의 노모를 모델로 쓴 작품。논 서마지기에 팔려가다시피 결혼한 주인공 황두리씨는 난봉꾼 남편 대신 앉은뱅이 시모를 봉양하며 1남2녀를 키운다。글을 모르는 어머니는 시장에서 옷을 떼다 동네방네 팔러 다닌다。 강인한 의지와 끈질긴 생명력으로 가족을 지킨 황씨。그녀는 절망 속에서도 희망을 포기하지 않는 꿋꿋한 한국인의 상징이자 희생 과 인내로 일관한 전통적인 어머니의 표상이다。
주부 문병연씨(34)는 「잔잔하면서도 감동적인 작품」이라며 「중학교에 다니는 딸에게도 보여주고 싶다」고 말했다。아들역을 맡은 김학철씨의 능청스런 연기도 볼거리。「내가 동대문시장에 뜨면 당대의「주먹」이었던 이정재도 못건드렸다」는 주인공 손숙 씨(어머니)의 너스레가 폭소를 자아내기도 한다。
자칫 퇴행정서로 흐를 수 있는 모성신화를 인간보편의 이야기로 승화시킨 것은 전적으로 연출가 이윤택씨의 공로다。이씨는 「이제 누구도 아비의 사상을 믿지 않는다」며 「아비 이데올로기가 더이상 인간을 구원하지 못하는 세기말적 절망감이 보다 근원적인 모성의 자궁속으로 회귀하게 만들었다」고 설명했다。
관객의 40%는 20〜30대。 홍사종 극장장은 「중년관객이 물릴 것이라는 예상이 빗나4갔다」며 「현재 단체관람문의도 쇄도하고 있다」고 밝혔다。 회사원인 주민식씨(28)는 「공연 1시간전 극장에 와서 어머니를 주제로 한 시화전을 감상했다」며 「각박한 현대 우리를 적시는 마지막 꿈은 역시 어머니」라고 말했다。

Due to unexpected popularity by young people, even standing-room tickets have run out
“I believe in a past life. It is the history that each of us holds in our heart but of which we cannot speak.” The old mother embraces a jar and wails. The son to whom she could not reveal the identity of his father. The ashes of this child who died of typhoid fever during the Korean War are kept in that jar. “What can I do to redeem the fact that I killed you and only then, opened my eyes to the world?” Members of the audience weep along in fits. The shoulders of middle-aged onlookers tremble as they stare toward the stage. Even after the curtain falls, no one finds it easy to get up and leave.
Jeongdong Theater in Seoul on the 6th. The basement performance hall was filled to capacity for the stage production of Omoni, written and directed by Yun-Taek Lee. The 320 or so seats had already been fully reserved the day before, and around thirty playgoers with standing-room tickets found themselves sitting on the stairs. Over eight days since the premiere, around 3,000 people have made it out to Jeongdong Theater, and this includes many eminent members of society, including Chief Presidential Secretary Joon-Gweon Kim and Minister of Education Hae-Chan Lee.
Omoni was written by leading director Yun-Taek Lee, who modeled the story on his own elderly mother. The main character Du-Ri Hwang, who was married off as if she were being sold for three majigi (meaning: a unit of measuring farmland in Korea) of rice field, supported her crippled mother-in-law for her playboy husband and raised one son and two daughters. This illiterate mother earned money going around from place to place reselling clothes she had bought in the market. Hwang watched over her family with a strong will and tenacious vitality. She represents strong Koreans who have not given up hope even in the midst of despair and is a symbol of a traditional mother who displays both sacrifice and patience.
Byeong-Yeon Moon (34 years old, housewife) expressed, “It is a quiet, but moving work. I would like to have my daughter, who is attending middle school, see it.” The crafty performance by Hak-Cheol Kim as the son is also a sight to behold. And when the main character Sook Son (Mother) goes on with her stories, saying, “When I showed up at Dongdaemun Market, even Jeong-Jae Lee, the top fighter at the time, couldn’t mess with me,” there was uproarious laughter.
Director Yun-Taek Lee gets full credit for having elevated this motherly myth that could have been no more than an individual’s emotional story into one that connects with our common humanity. Lee explained, “Nobody believes in the father’s perspective anymore. The sense of millennial despair that the paternal ideology can no longer save humanity has gone full circle back to womb of the mother, which is even more fundamental.”
Forty percent of those attending the play are in their 20s and 30s. Theater Head Sa-Jong Hong shared, “Expectations that the theater would be filled with middle-aged attendees were wrong. We are also getting lots of inquiries from organizations that want to watch as a group.” Min-Sik Joo (28 years old, office worker) said, “I came to the theater one hour early in order to take in an exhibit of illustrated poems based on a ‘mother’ theme. The maternal concept is the very last dream of us who live in this heartless modern world.”

Translation - English Cryptocurrency is a type of digital currency consisting of a system that uses hash functions to securely generate new coins and authenticate the details of transactions. There are different types of transaction authentication algorithms, such as proof-of-work and proof-of-stake. Since the development of Bitcoin in 2009, various alternative cryptocurrencies—referred to as “altcoins”—have hit the market, and these include Litecoin, Ethereum, Ripple, and others. Altcoins are digital currencies that serve as alternatives to Bitcoin.
Most cryptocurrencies are based on a decentralized concept. However, exceptions such as Ripple are based on centralized control. The cryptocurrency ADA is said to take a critical view of centralization.
The US, Japan, and other nations that allow relatively free trading of cryptocurrencies also strongly regulate initial coin offerings (ICO). According to definitions by the European Central Bank (ECB), the US Department of the Treasury, and the European Banking Authority, virtual currency is a type of digital currency outside government control that is issued and managed by its developer and used in-common only within a specific virtual community. Under this definition, most cryptocurrencies are digital currencies that are also virtual currencies.
However, Bitcoin is accepted for payment on many online stores—and even offline stores; it is a digital currency but not a virtual currency. Also, from an issuance standpoint, most cryptocurrencies are not issued by a developer; therefore, they are not virtual currencies.
The US Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) uses the term virtual currency to mean “a means of exchange that functions as a currency in some circumstances but does not possess all of the characteristics of a real currency”. Thus, FinCEN does not use the word virtual currency for cryptocurrencies such as Bitcoin, Ethereum, Ripple, and others, except in cases of electronic gift certificates.
Cryptocurrencies are also a type of virtual currency. Bitcoin and others are cryptocurrencies.
Virtual currencies and digital currencies, such as KakaoPay and Naver Pay, cover all online payment methods for paying in virtual spaces.

Translation - English It has come to light that hiring irregularities are extremely prevalent. Indeed, 4,788 cases have been exposed in 946 of 1,190 public organizations. The government has proposed follow-up measures, including efforts to weed out those who obtained their jobs through unlawful means and look for remedies for those who were disadvantaged as a result. There are three root causes of hiring irregularities that the government is overlooking. The first is the severity of the misconduct at these "owner-less" public organizations. Privatization is a promising alternative. The second is the so-called “iron-clad three-pronged alliance,” which describes the relationship between government, the political world, and public organizations, together forming a ring of corruption. Finally, there are hawkish labor unions blocking the reform of public organizations.
